The job of the Supervisor of Early Childhood Education (ECE) is to lead and ensure the delivery of a high-quality early childhood education programs and supports. Develops overall goals and vision for educational initiatives and shares a passion for preparing young children for success in school by providing comprehensive support in meeting varying needs to achieve positive outcomes. Directs the delivery of Early Head Start, Head Start, Pre-K Counts, and HSSAP early childhood programs and services; facilitates wraparound and supplemental early childhood education programming (both CCIS and private pay); provides information and services as a resource to others; achieves defined objectives by planning, evaluating, developing, implementing and maintaining services in compliance with established guidelines, federal and state regulations, and DCIU Board Policies and Administrative Directives; provides support and assistance to the Parent Family Community Engagement (PFCE) content area in the specialized functions of Family and Community Services, Eligibility Recruitment Selection Enrollment & Attendance (ERSEA), and Transition.

Essential Functions

  • Leads the development and implementation of all instructional and social emotional practices (e.g. strategic planning, develops short and long-range goals, develops action implementation plans, monitors delivery, progress monitors plans, implementation of evidence-based practices, assessment, etc.)
  • Provides leadership in developing a culture of innovative collaboration and inclusion to empower staff to take ownership for student retention and engagement.
  • Manage a diverse set of programs to lead high performing teachers. Provide guidance and support by playing integral role in mentoring educators
  • Assumes leadership in developing and implementing professional development programs for staff for the purpose of continually improving the program and services provided.
  • Manage curriculum education for Early Head Start and Head Start Program. performance standards, PDE regulations for Pre-K Counts programs and Head Start Supplemental Assistance Program for the purpose of ensuring compliance with established regulations and guidelines.
  • Provides leadership in compiling and analyzing data from a wide variety of sources for the purpose of planning student engagement and achievement, determining needs; monitoring program procedures; making course corrections including necessary staff development; allocating resources; and determining programmatic decisions.
  • Collaborates with internal and external personnel (e.g. other administrators, public agencies, community members, etc.) for the purpose of implementing and maintaining services and programs.
  • Directs content area operations, including maintenance of services and implementation of new programs and / or processes, in compliance with all federal and state laws and regulations of programs of direct oversight.
  • Evaluates classrooms using measurements appropriate to the age of the students (e.g. CLASS observation tool, Early Childhood Environmental Rating Scale (ECERS), Infant Toddler Environmental Rating Scale (ITERS), etc.) for the purpose of ensuring classrooms are performing at the highest level in all domains.
  • Evaluates Education Managers and other ECE staff to ensure competency and satisfactory performance using DCIU approved evaluation processes and procedures.
  • Monitors partnership programs and provides guidance around Early Head Start / Head Start Program Performance Standards, contracts, budgets, parent committees, Policy Council, and health and nutrition.
  • Participates in a variety of meetings (e.g. workshops, inter and intra district committees, community and public agencies, seminars, conferences, etc.) for the purpose of communicating and gathering information regarding a wide variety of subjects required to carry out administrative responsibilities.
  • Presents and facilitates meetings, workshops, seminars, etc., (e.g. overviews of programs / services, policies / procedures, financial / budget procedures, regulatory requirements, community or outside agencies, interdepartmental needs, etc.) for the purpose of providing general information, training others, identifying issues, developing recommendations, supporting other staff, and serving as a district or child care liaison and resource.
  • Monitors budget allocations, expenditures, fund balances and related financial activities to ensure allocations are accurate, revenues are recorded, expenses are within budget limits, and fiscal practices are followed.
  • Performs personnel administrative functions (e.g. hiring, counseling, training, responding to inquiries, supervising, evaluating, providing professional development opportunities, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department / program outcomes are achieved.
  • Prepares a wide variety of materials and data sources (e.g. plans, budgets, funding requests, reports, analyses, recommendations, procedures, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, providing audit references, developing presentations, and / or providing supporting materials for requested actions.
  • Researches a variety of topics (e.g. grants, community service organizations, etc.) for the purpose of being knowledgeable of trends and changes and making recommendations.
  • Works collaboratively with the Coordinator of Early Childhood Services for the purpose of meeting program goals and obtaining positive outcomes around enrollment, recruitment, transition and attendance.
  • Performs other duties as necessary and assigned.

Requirements :

  • Master's degree in job-related area.
  • PDE Administrative Certification Required; PDE Early Childhood Certification preferred; CLASS Evaluator Certification preferred.
  • Job related experience within a specialized field with increasing levels of responsibility is required.
  • Oral and written communication skills, computer literacy regarding management information systems, strong organizational skills, must use tact and diplomacy, acts as leader and visionary on Early Childhood and grant funded program issues.
