Objectives
Individual is responsible for providing administrative support and recruiting / onboarding functions to the Human Resources Department. Individual reports to the Human Resources Manager.
Job Standards
Associates degree in Human Resources or related field OR a High School diploma or GED and two (2) years’ related experience.
Must possess a valid driver’s license and acceptable driving record.
Must meet and maintain qualifications for driving on County business at all times.
All required licenses and certifications must be maintained as a continued condition of employment.
Essential Functions
- Serves as the first point of contact for the HR Department, greeting and assisting visitors, answering incoming phone calls, and responding to general inquiries. Provides accurate information or refers individuals to the appropriate staff member or resource. Maintains a professional and welcoming environment while ensuring confidentiality and excellent customer service;
- Coordinates employee change requests, ensuring all required forms and documentation are accurately completed, signed, and submitted. Reviews documents for completeness and compliance with policy before routing for processing and delivering final copies to appropriate recipients;
- Maintains and updates employee records and position data in Human Resources Information Systems (HRIS), including reporting structure, job classifications, and employee status changes (e.g., terminations, promotions).
- Works with hiring managers as assigned to ensure specific staffing needs;
- Works with hiring managers to identify/source qualified candidates, reviews job applications/resumes, schedules and assists in conducting interviews, applicant testing, evaluating candidates for potential hire, checks references, conducts background checks and coordinates pre-employment drug screenings and other screenings as needed;
- Ensures established regulatory aspects of the full cycle recruitment process is compliant with federal and state requirements;
- Coordinates and assists in facilitating new hire orientation sessions, including compiling participant lists, sending communications, preparing materials, setting up and cleaning up the orientation space, and presenting orientation content. Ensures orientation materials are current, recommends updates as needed, and collaborates with HR team to improve the onboarding experience;
- Assists in compiling HR data for internal and external reporting purposes, including turnover, employee census, organizational charts, and compliance reports.
- Attends meetings, investigations, and other HR proceedings to take detailed and accurate notes, ensuring documentation is clear, organized, and appropriately stored. Maintains confidentiality and discretion in handling sensitive information;
- Assists departmental staff in various projects and human resources functions;
- Coordinates the HR electronic file system, including indexing and organizing documents, performing regular quality assurance checks to ensure accuracy and consistency, and monitoring compliance with records retention schedules.
- Collaborates with the HR team members to ensure documents are filed correctly and retained or disposed of in accordance with the appropriate retention schedule;
- Assists with planning and executing HR events, including coordinating logistics such as room setup, refreshments, check-in tables, event communications, and cleanup. Supports event delivery by ensuring materials and supplies are prepared and serving as an on-site point of contact during events;
- Acts as the liaison between the Human Resources Department and internal and external customers including, but not limited to providing basic information, status updates, and directing inquiries to appropriate staff;
- Creates and distributes incoming and outgoing documentation and correspondence;
- Assists with completing payroll functions for the Administrative Services Division and performs basic accounting and bookkeeping functions including maintaining expenditures and receivables records and processing bills for payment;
- Supports Human Resources programs by attending meetings, conferences, workshops, training sessions, and performing a variety of public relations duties;
- Collects data, devises correspondence, completes forms and assists in the preparation of professional reports associated with the Human Resources operations;
- Performs accurate typing, word processing, and related computer operations;
- Assists with compiling public records requests, ensuring proper procedures are followed;
- Safely operates a motor vehicle in both normal and inclement weather, as well as during daytime and nighttime conditions;
- Demonstrates regular and predictable attendance;
- Holds as confidential, all aspects of the job; and
- Other duties as assigned.
