Objectives
The Deputy Director is responsible for managing the overall operation of the Veterans Service Office in absence of the Director and reports to the Director. Assists in managing personnel and program implementation. The Deputy Director represents the veterans, spouses, surviving spouses, children, parents and other dependents in preparing and presenting claims to the Department of Veterans Affairs or claims for any type of benefits from federal, state or local agencies. The Deputy Director’s focus is on office operations while the Director is working with outside entities.
Job Standards
High school diploma or GED combined with a minimum of five (5) years’ experience or Bachelor’s degree in related field.
Must be an honorably discharged veteran of active duty military service.
Must have the demonstrated ability to effectively manage and lead subordinate personnel.
Must have a valid Ohio driver’s license and an acceptable driving record.
Serves as a CVSO and must attend related training as mandated by ODVS. Must possess or obtain a state CVSO certification within 12 months of employment.
Must meet and maintain all required licenses and certifications as a continued condition of employment.
Essential Functions
- Assists in the administration and attainment of Agency objectives;
- Attends and actively participates in all Veterans Services Commission meetings in absence of the Director;
- Under command of the Director, manages the Agency's operational functions, evaluates program effectiveness, and with the Director makes necessary changes to ensure quality and reliability of services;
- Analyzes, plans, and implements veteran services guidelines and regulations; interprets assistance rules, guidelines and laws and State and Federal veterans laws;
- With the Director, supervises staff involved with veterans services programs to include, but not limited to, assigning work, planning and estimating project completion, monitoring performance, training employees, and resolving problems, grievances, and personnel situations;
- Reviews the work of subordinates to ensure compliance and accuracy with set standards, conformance to policy, and timely and accurate completion of work;
- Oversees, reviews, and ensures the efficient completion and timely submission of all assistance applications for financial assistance and assists veterans as required;
- Answers internal and external questions on VA programs;
- Presents assistance claims to the commission as required;
- Conducts interviews of veterans, and their dependents to determine needs;
- In absence of the Director, represents the County in relations with veterans organizations and other community agencies;
- Implements policy and needs on State and Federal regulations and adjusts procedures, policies and programs as required with approval via the chain-of-command.
- Transports veterans to VA facilities, as needed.
- Demonstrates regular and predictable attendance;
- Attends various training sessions, video conferences, and workshops.
- Performs typing, word processing, and related computer operations;
- Works overtime and outside of typical work schedule/business hours as required; and
- Other duties as assigned.

II. DIFFICULTY OF WORK
Deputy Director is required to carry out the Director’s intent via complex activities that are broad in scope with a number of program responsibilities. Tasks and responsibilities generally require the resolution of complex problems and decision making within the scope of the individual’s authority.
III. RESPONSIBILITY
Deputy Director develops procedures for implementing changes at the local level to attain compliance with applicable State and Federal laws and mandates. Deputy Director provides technical assistance to staff personnel on programs and subsequent changes in agency operations. Individual is required to make decisions without supervisory input on many daily activities.
IV. SUPERVISORY AND MANAGEMENT FUNCTION
Span of Control: Supervises all office personnel in absence of the Director.
Supervisory Functions:
Planning: Deputy Director participates in the development of mission statement(s), long-range strategic goals and short range operating objectives for the organization with the Director. Supervises the implementation of appropriate programs and procedures for meeting the strategic goals and objectives of the agency. Identifies and recommends changes.
Organizing: Deputy Director organizes workload of the organization by planning and assigning immediate and short term work schedules of subordinates / supervisors pending the priorities of the Director. Organizing methods of data collection to facilitate the utilization and reporting of information, statistics and results. Coordinates services with other agencies and vendors to facilitate the delivery of services.
Instructing: Meetings are held to update staff on changes in rules, legislation and policies. Provides written and verbal clarification on policy issues and answers staff questions as needed with the Director.
Setting Standards: Deputy Director assists the Director to develop, establish, revise and ensure adherence to standards.
Reviewing: Deputy Director reviews the work of subordinates to ensure quality and compliance with veterans' services standards, legal requirements, and departmental and county policies and procedures.
Training: Responds to requests for training and clarifies federal, state and department policies and procedures as they relate to training. Identifies training for department personnel.
Counseling and Disciplining: With the Director, the Deputy Director helps administer counseling and discipline and mediates disagreements. Follows progressive discipline procedures with regard to discipline. Ensures that grievance procedures are followed according to the Personnel Policy Manual. Makes recommendations on discipline, including termination, to the Director. Investigates consumer complaints regarding employee performance.
Appraising Performance: Provides input to the Director on the yearly written review based on objective and subjective standards.
V. PERSONAL WORK RELATIONSHIPS
The Deputy Director has daily and frequent contact with co-workers and the general public; moderate contact with public officials and employees from other public and private sector organizations. The purpose of these contacts is to assist, review, and assure progress of work assigned, coordinate services, continue job development and referrals, and handle questions about the department, actions of the department, and issues that impact the veterans of the County overall.
VI. PHYSICAL EFFORT AND WORK ENVIRONMENT
Physical Requirements: The physical requirements of the position are identified as sedentary work, which may require the lifting of up to twenty-five (25) pounds. Some work that requires light to medium-heavy lifting that occasionally requires assisting veterans in wheelchairs and on/off wheelchair lift.
Physical Activity:The physical activity of the position is manual dexterity, talking, hearing, listening, reaching, and moving around.
Visual Activity: Individual performs work where objects being viewed are close to the eyes.
Job Location:The minimum work conditions for the position indicate that the individual is not exposed to adverse environmental conditions.
