Overview
The Bureau of Intelligence and Research (INR) is a bureau of the Department of State and a member of the Intelligence Community (IC). INR serves as the Intelligence Mission Center for the Department of State and the Assistant Secretary serves as the Secretary of State's Principal Intelligence Advisor and Head of an Intelligence Community Element. INR fulfills its operational mission through two core activities: All-Source intelligence analysis and support and ensuring intelligence activities are consistent with Foreign Policy objectives by representing the Department of State in the IC.
The Office of the Opinion Research (INR/OPN) collects and analyzes survey data to provide timely insights into foreign opinions on a host of important issues.
Responsibilities
- Project leader on five country studies;
- Designing nationwide public opinion surveys;
- Developing new methodologies to conduct public opinion surveys in Africa;
- Traveling overseas to supervise in person the beginning stages of survey projects and making changes necessary to ensure firms are adhering to best practices;
- Reporting results from such polls and other acquired surveys in the region by writing clear, concise assessments, and interpretative opinion analyses for the Secretary of State and other top-level officials in the United States Government foreign policy community;
- Briefing the results to key consumers, such as the staff at U.S. Embassies in Africa, the NSC, and AFRICOM;
- Integrating public opinion into intelligence assessments;
- Keeping up with activities and developments in Africa;
- Demonstrating subject area expertise on specific countries of policymaker interest;
- Producing a wide array of INR written products.
- Developing objectives and plans for research in Africa;
- Taking the lead on project planning for a number of key countries;
- Developing new methodologies to conduct public opinion surveys in Africa;
- And liaising with and advising U.S. Arica Command on data analysis.
Qualifications
- Knowledge of software packages MICROSOFT OFFICE, OUTLOOK, EXCEL, WORD, POWERPOINT and ACCESS
- Knowledge of various statistical software packages, including SPSS, R and Stata
- Familiarity with Department manuals, circulars, instruction, and directives
- Ability to obtain and maintain a suitable security clearance and DoS badge
