Expert advisor/liaison. Provides Subject Matter Expertise (SME) to assist and advise in the development of operations programs (concepts, objectives, and directives), analysis of performance, changes in tactical doctrine, and/or fielding of new equipment. The SME revises, reviews, survey and/or coordinate the establishment and/or development of courseware primarily for Battle Control Center (BCC) missions and a small percentage of Air Operations Center (AOC) missions that interact with the BCC in PACAF area of responsibility.
Essential Duties and Responsibilities include, but are not limited to the following:
- Conduct semi-annual review of operations, training, and standardization/evaluation directives.
- Update directives by preparing draft changes, revisions, Interim Message Changes (IMCs), and supplements in accordance with Air Force and PACAF prescribing directives.
- Participate in the development, implementation, analysis, and update of operational, evaluation, training and exercises. This includes planning, coordination, liaison, administration, conduct, briefing, debriefings, and documenting. Advise on actions needed to solve training deficiencies.
- Provide a trip report within five working days following travel IAW PACAF AO Standards.
- Accomplish and archive trend analysis and evaluation as described in AFM 36-2234 and AFH 36-2235, Volume 2. Analyze all examination results for trends toward faulty questions and deficient instruction. Analysis results shall be documented IAW AFI 13-1STAN-EVAL V2 as supplemented.
- Perform evaluation of courseware after delivery to field to validate the effectiveness of student performance.
- Review learning objectives and revise Stan/Eval material to align with current operations training objectives.
- Maintain, review and revise Stan/Eval products to reflect operational changes. Review inputs from field units for recommended changes to Stan/Eval products. Samples of the Stan/Eval products include maintenance of the Master Question File (MQF), Mission Crew Aids, Performance Evaluation Criteria (PEC), written tests, and Combat Air Forces (CAF)–wide trend analysis.
- Review current and new directives IAW requirements and complete changes to operations duty positions checklist.
- Participate in meetings and conferences.
- Shall propose and provide information technology (IT) solutions and migration strategies to improve operational practices.
- Additional duties include, but are not limited to, the following for 169 ADS, 176 ADS, 610 ACF, 621 ACS, 623 ACS, and 5 AF/ADLE/RICC that include: Detailed edits to training plans, including plans for augmentees, Instruction and OI analysis/comparison to applicable AFIs and NORAD/PACOM Instructions, Train PACAF LMS administrators for Training and Stan/Eval functions, and supporting LMS Data entry and maintenance/update of Letter of X’s.
- Drafts and compiles monthly reports.
- Other duties as assigned.
Qualifications
Education and/or Experience
- Required qualifications and experience:
- 1) Five years action officer experience at HQ, MAJCOM, or Wing staff (military or contractor). 2) Experience in design and development of exercises/evaluations. 3) Practical experience with the conduct of Staff Assistance Visits (SAV) and ISD. 4) Understanding of security classification guides employing DoD and Air Force policies. 5) Proficient with current Microsoft Office and Windows OS IAW MAJCOM Standard Configuration. 6) Five years’ experience within the Theater Air Control System (TACS).
- Desired qualifications and experience:
- 1) Seven years operational and training/evaluation experience within the Theater Air Control System (TACS) Control and Reporting Center (CRC) structure and/or the Air Defense network. 2) Experience in configuration management of Regional Air Operations Center (RAOC)/Air Defense System. 3) Seven years action officer experience at HQ, MAJCOM, or Wing staff (military or contractor).
- Background in ISD and bachelor’s degree in related field of study.
Supervisory Responsibilities: As Assigned.
Security Responsibilities

Personally responsible for proper classification and marking of all information and materials, in any form, produced by the incumbent. Shall be assigned specific responsibility for Information Security by immediate supervisor or department management. Incumbent shall execute company non-disclosure agreement prior to access to any controlled information.
Language Skills
Must have the ability to read, analyze, and interpret the most complex documents. Will be required to respond effectively to sensitive inquiries and complaints. Must be able to generate effective oral and written presentations and proposals on complex subjects.

Must be able to calculate figures and amounts, and percentages, and to draw and interpret graphs.
Reasoning Ability
Must be able to define problems, collect data, establish facts, and draw valid conclusions. An ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication is desirable.
