Basic Purpose Of Position
Provide oversight for contracts performed at DRPA facilities. Assist with engineering and management activities to support Engineering Department’s mission of enhancing the longevity, efficiency, safety and cost effectiveness of DRPA facilities and to upgrade and expand facilities in order to meet current design and safety criteria.

Major Responsibilities And Duties
DESCRIPTION OF TASK
Assists in the development of capital projects for budgeting pertaining to Engineering and Contractual activities.
Provides supervision and oversight of contractors and consultants.
Assists in the development and preparation of construction plans, specifications and estimates for projects involving highways, bridges, transit, and marine facilities.
Assists in the capital planning to identify, budget and schedule major capital projects related to DRPA core facilities.
Oversees contractual project at various facilities, including traffic and incident management, construction and maintenance operations, customer and community relations, safety, security and compliance with policy, rules and regulations.
Maintains records and provides reports to Engineering management, as required.
Provide interpretation and clarification of construction project plans and specifications.
Observe construction work progress, contractor submittals, shop drawings, schedules and Performance for small projects or assists with larger projects.
Evaluate, research and resolve unforeseen field conditions, contractor claims and construction problems.
Assist Engineering Project Manager to evaluate and determine design criteria, alternatives and end product functions and goals.
Formulate, develop, prepare and/or perform quality control reviews of contract plans, specifications and bid documents including pre-bid meetings, contractor inquiries, contractor bids, qualifications and references.
Administer, monitor, direct, examine and manage the consultant’s entire work effort including budget, work product and payment requests.
Develop recommendation documents for DRPA Board approval and assist in awarding construction contracts.
Assist in the selection of an engineering consultant to serve as an extension of technical staff in design, construction management, inspections and special studies.
Develop construction documents for repairs by outside contractors in response to deficiencies identified; generate status reports to track repairs.
Provide “on-call” and “upon request” engineering consultation and guidance.
Provide design and construction details for emergency repairs, alterations, rehabilitation, new construction.
Prepare technical specifications and cost estimates to support bridge maintenance initiatives.
Interface with other DRPA divisions/departments. Facilitate communication, document and decision flow by providing and/or obtaining information vital to successful planning, start-up, execution and completion of a project.
Assists in maintaining a safe and secure work environment by participating in required training, recognizing and reporting hazards and suspicious activity, and using all required personal protective equipment.
Perform related duties as required and assigned.

EDUCATION/TRAINING
Required
- Bachelor’s degree in engineering.
- Minimum of one (1) internship or co-ops of engineering experience with knowledge of construction management and/or engineering design principles and practices.
- Experience in relevant personal computer systems and software such as word processing, spreadsheet applications, scheduling applications, CADD and Engineering software.
- Successful passing of the Fundamentals of Engineering (FE) Exam
- One to three (1-3) years of engineering experience with knowledge of construction management and/or engineering design principles and practices as applied to bridges, infrastructures, facilities and other engineering structures.
