GIS Data Management

The Douglas County Emergency Telephone Service Authority (DCETSA) is seeking experienced firm to perform Geographic Information System (GIS) services. DCETSA intends to evaluate submitted proposals and award contracts to a single firm exhibiting comprehensive GIS experience fulfilling the scope and criteria outlined in this Request for Proposals.

DCETSA is a board of public safety agencies within Douglas County. DCETSA is looking to partner with an outside firm to assess the unique GIS needs of the participating public safety agencies and establish a reliable system to maintain and collaborate GIS data crucial to providing 911 services to the citizens of Douglas County. We are specifically looking for expertise in Next Generation 911 Standards and setting up an ArcGIS Online environment. In addition to these needs, we have data maintenance tasks that need to be addressed in a timely manner. A vendor with ESRI Partnership is preferred.

TN Extract Geocode

Comcast and Centurylink ALI extracts geocoded and error report created. Errors will be sent to GIS Sub-Committee to be resolved through the MSAG system.

This will be a one time task and generally takes about a week of work.

08 / 07 / 2023 08 / 11 / 2023 2 ArcGIS Online Environment Set-up

ArcGIS Online Environment for DCETSA. Account set-up for each agency's GIS representative. ETL script for agencies to upload data to AGOL.

Work with ESRI to obtain licensing for ArcGIS Online environment, setting up accounts for each DCETSA agency.

Set-up of the environment will be a one time task. There may be a need to revisit this as needs change, for this proposal we looking for the initial set up and administration.

07 / 31 / 2023 08 / 21 / 2023 3 Validate ETSA GIS Layers

QA / QC public safety layer boundaries. Layers will be uploaded to ArcGIS Online environment as authoritative layers. Create anomaly report given to the Sub-Committee to work with agency Command Staff for resolution.

Work with DCETSA agencies to assure PSAP and ESN boundaries match.

Update any layers with annexations or district changes.

Once layers are completed, upload to ArcGIS Online to be shared with DCETSA agencies.

This will be an ongoing task with multiple features involved. We will need to look at schemas for two different Computer Aided Dispatch systems and try to bring those down to one common schema.

08 / 22 / 2023 12 / 31 / 2023 4 ALI / TN MSAG Validation

ALI / TN Discrepancy report. MSAG range validation report.

With assistance from the MSAG Coordinator, gather ALI and TN exports from the database. Validate the current Address and Centerline layers from County Authorities. Work with the MSAG coordinator on any range anomalies.

This task will be completed if there is enough time left from the above items. This would be an as needed task and should be charged at a per hour rate.
