Position Overview :
The Business Domain SME will provide subject matter expertise in tax processing systems, IRS business operations, and IT modernization efforts. This role is critical in ensuring the Business Master File Modernization (BMF Mod) program aligns with IRS goals, improves taxpayer experience, and enhances compliance. The SME will work closely with stakeholders, technical teams, and program leadership to bridge business and IT requirements.
Key Responsibilities :
Serve as a trusted advisor for the IRS Business Master File (BMF) modernization initiative.
Provide in-depth expertise on IRS tax processing systems, policies, and business rules.
Collaborate with IT, operations, and development teams to ensure business requirements are properly translated into system capabilities.
Assist in requirements gathering, impact analysis, and business process reengineering.
Support the development of user stories, backlog grooming, and prioritization within SAFe Agile frameworks.
Participate in incident management, root cause analysis, and resolution strategies.
Provide guidance on IRS compliance, regulatory requirements, and taxpayer interactions.
Conduct stakeholder workshops to ensure alignment between business needs and IT solutions.
Work closely with the Operations and Maintenance (O&M) Lead to optimize production support processes.
Required Skills & Experience :
10 years of experience in business analysis, tax processing systems, or IRS modernization projects.
Deep knowledge of IRS business operations, tax policies, and legacy tax processing systems.
Experience supporting large-scale IT modernization programs within federal agencies.
Strong understanding of ITIL 4 service management principles (Incident, Problem, Change Management).
Expertise in business process modeling, requirements elicitation, and impact assessments.
Experience with SAFe Agile methodology and backlog management.
Strong communication skills to engage with stakeholders, technical teams, and leadership.
Preferred Qualifications :
IRS MBI Clearance (or ability to obtain).
Experience using ServiceNow ITSM for incident management.
Familiarity with IRS modernization initiatives, including CADE, IMF / BMF, and cloud adoption strategies.
