Position Summary:
Under the general guidance of and in cooperation with the HSE Corporate Manager, the HSE Regional Manager is responsible for overseeing all HSE related activities in a designated region, including: development, review, and communication of policies and procedures; monitoring training reports and ensuring training is scheduled and completed for all employees; developing or reviewing safety meeting presentations; developing bid/proposal HSE materials including Job Hazard Analysis (JHA); overseeing incident investigations and ensure all internal and external reports are completed and corrective actions are implemented. The incumbent will ensure that HSE resources in the region are assigned to meet all needs, including specific projects, roaming work sites, and Delta’s shop and office facilities. The HSE Regional Supervisor is responsible for monitoring conformance with Key Performance Indicators and ensuring HSE staff is meeting the requirements and promoting engagement by all employees. The incumbent will initiate and promote safe, healthy, productive and accident free workplace by establishing and promoting Delta Constructors’ Safety policies and work procedures. This position is responsible for implementation of safety and health procedures and ensure company’s compliance with regulations, laws and industry standards. HSE Regional Supervisors are responsible for communicating with project management staff and clients on all safety, environmental and health issues and coordinating assignments and supporting other HSE staff, including HSE Supervisor/Specialists/Technicians and administrative staff.

Essential Job Functions:
  • Participates in screening and interviewing candidates for HSE positions in the region. Conducts employee evaluations at least annually for all direct reports.
  • Assures that all resources (personnel and supplies) are available and scheduled to meet client and Delta HSE responsibilities in the region.
  • Responds to concerns and requests for information from HSE and Management Team.
  • Provides guidance to field supervisors in reporting incidents and gathering information.
  • Investigates incidents thoroughly, including root cause analysis and recommends course of action to prevent future incidents.
  • Recommends revisions to company Safe Operating procedures as needed.
  • Works with the HSE team and management to create and/or update safety training programs, work instructions, and training records.
  • Maintains inventory of PPE and Gas monitors.
  • Monitors training reports and ensure requirements are met in a timely manner; conducts health and safety training and orientation as needed.
  • Coordinates post-accident and reasonable suspicion UA testing.
  • Performs periodic inspections, announced, unannounced and follow-ups.
  • Reviews, addresses, proposes and/or resolves all health and safety concerns (i.e. corrective actions, communicating new policies, providing trend analyses, etc.).
  • Coordinates with HSE team and HR on Worker’s Compensation claims, medical treatments, light duty and return to work activities.
  • Maintains safety files and records both electronic and hard copy. Assists management in determining OSHA status of incidents.
  • Creates and maintains a relationship with the Client safety representatives as appropriate.
  • Conducts site assessments, records data, follows up on actions needed and provides feedback.
  • Maintains Safety Data Sheets (SDS). Monitors inventories for work sites and shops, coordinates with Materials department and ensures inventory and catalog documents are current.
  • Communicates and supports project personnel on safety processes and any changes to policies that may affect project operations.
  • Facilitates onsite hazard analyses/assessments of project scopes of work, implements and updates JHA for project.
  • Supports field supervisors and craft in daily toolbox meetings and stretches.

  • Supports project management and field supervisors in development of weekly safety meetings to include HSE statistics for the project and trend data. Facilitates safety meetings as needed or requested by project management.
  • Prepares and presents weekly HSE data at weekly meeting with clients and Delta project management team, as required.
  • Coordinates with Delta Designated Medical Provider or occupational clinic staff.
  • Attends training sessions, seminars and appropriate educational classes required by department
  • Performs other duties as assigned

Required Minimum Qualifications:
  • Bachelor's High school diploma or equivalent.
  • Five (5) years safety experience
  • Current and valid driver’s license, with clean driving record
  • Ability to obtain OSHA 30
  • OSHA 500 Authorized Instructor – Construction and/or General Industry or PEC Instructor Card (completed within one year of employment)
  • Current H2S Certification, or ability to obtain upon hire
  • Current First-aid/CPR/AED or equivalent
  • CHST or equivalent (completed within one year of employment)

Preferred Qualifications:
  • Qualified associate degree in safety related field or five (5) years field experience with HSE training and craft skills may be considered in lieu of education

  • Take and pass a pre-employment drug test.

Knowledge, Skills & Abilities Required:
  • Working knowledge of OSHA requirements (OSHA 500-preferred).
  • Working knowledge of craft disciplines and energy industry terms and processes.
  • Ability to identify and resolve problems in a timely manner.
  • Ability to gather and analyze information skillfully.
  • Ability to work well in group problem solving situations.
  • Ability to use reason even when dealing with emotional topics.
  • Excellent verbal and written communications skills.

  • Computer Skills commensurate with job requirements
  • Proficient in the use of Windows, Word, Excel, PowerPoint, Outlook and other office related programs (i.e,,SharePoint).
