GENERAL POSITION DESCRIPTION:
This position is responsible for researching and analyzing overpayments of public assistance program benefits; negotiating repayment plans for recovery of outstanding overpayments and fraud recoveries owed to Delta County Department of Human Services; investigating fraud referrals received by the department to determine validity and course of action; and determining and establishing Intentional Program Violations (IPV) for public assistance programs when warranted.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
- Research and investigate public assistance cases to determine if fraud and/or overpayments have occurred based on information collected, provided, and/or referred.
- Collect benefit overpayments and fraud recoveries by all means available to a county human services agency.
- Comply with all overpayment/recovery rules and file maintenance requirements as outlined in: Volume 4B (SNAP), Volume 3 (Income Maintenance), and Volume 8 (Medicaid).
- Initiate Intentional Program Violation (IPV) processes and represent the Department in all actions and hearings.
- Assess economically vulnerable clients; evaluate clients’ needs, provide comprehensive eligibility determinations to families or cases in accordance with agency, state and federal program requirements.
- Maintains a thorough understanding of complex programs, processes, or specialized systems through participation in ongoing training.
POSITION REQUIREMENTS: Education:
High school diploma or equivalent
Experience:
- At least three (3) years of Eligibility Technician experience with demonstrated competency in Volume 4B, (SNAP), Volume 3 (Income Maintenance-Cash Programs), and Volume 8 (Medicaid)
Qualities:
- Demonstrated attention to detail, analytical thinking, effective professional communication and sound judgment skills.
Licenses/Certifications:
- Current and valid Colorado Driver’s License
- Certified in processing SNAP, TANF-Colorado Works, Adult Financial and Medicaid programs.
Hiring Salary Range:
$23.15 to $25.47 hourly depending upon qualifications
