Position Summary Information
Responsibilities
- Prepare and administer a variety of contracts and agreements in support of Delta State University departments, including professional services agreements, general services agreements, commodity agreements, information technology agreements, and cooperative agreements with other governmental entities.
- Assist in the preparation of solicitations for goods and services, including requests for bids, proposals, and qualifications.
- Evaluate responses to requests for bids, proposals, and qualifications and complete the process for the award of contracts and agreements.
- Provide professional and technical support to university departments in preparing solicitations, contracts, and agreements, ensuring compliance with institutional, state, and federal requirements.
- Assist in preparing contract specifications for bidding goods and services, including bidding procedures and contract language.
- Assist in developing contract templates to ensure compliance with applicable laws and policies.
- Conduct training for and provide support to departmental employees on policies, procedures, and rules related to contracts and agreements.
- Assist in preparing agenda items related to contracts and agreements for university governance or administrative approval.
- Review contracts and agreements to ensure compliance with legal and regulatory requirements and institutional standards.
- Maintain contract records in accordance with established records retention policies.
- Assist in managing surplus property, equipment, materials, and e-waste in compliance with university policies.
- Serve as a liaison with university departments on matters related to contracts and agreements.
- Prepare correspondence, reports, and other written materials.
- Perform bid contract administration.
- Build and maintain positive working relationships with co-workers, other university employees, and the public using principles of good customer service.
- Perform related duties as assigned.
Qualifications
A Bachelor’s degree in Contract Administration, Business Administration, Public Administration, or a related field and at least two years of progressively responsible experience in public contracts, including contract preparation and administration. Candidates must possess strong analytical skills, the ability to interpret and apply procurement regulations, and excellent communication skills to collaborate with various university departments. A valid driver’s license and acceptable driving record are required. Certification as a Certified Mississippi Purchasing Agent (CMPA) or a willingness to attain the certification.
Salary
Commensurate with experience, qualifications, and university’s resources.
