Digital Governance Specialist

Democracy International (DI) is seeking to hire a Digital Governance Specialist for the anticipated five-year Advancing Digital Democracy (ADD) Program funded by USAID. The goal of the Program is to foster and strengthen "digital democracies" by promoting open, secure, safe and inclusive digital ecosystems in which data-driven technologies advance, rather than undermine, democratic values and respect for human rights, including the rights of women, LGBTQI and other marginalized populations. The Program will support USAID partners in addressing and/or building resilience to digital repression and supporting rights-respecting digital transformation and growth of the digital economy. This will be a full-time, key personnel senior position based in Washington, DC and will be contingent on award and funding.

The Digital Governance Specialist will focus on providing technical expertise to develop, strengthen, and implement governance frameworks related to technology and digital transformation. This position will work across the ADD Program with a focus on: supporting ADD target country governments in developing regulatory frameworks, standards, and digital safeguards to promote transparency, accountability, and human rights. This position will provide technical assistance, engage with international and local stakeholders, and develop tools and policies to shape the digital governance landscape in select countries and at global or regional fora.

Essential Job Duties:

The position’s responsibilities will include:

Programmatic
  • Provide technical expertise in digital governance to the program and target country governments on the development and implementation of policies related to technology, data, and digital transformation.
  • Develop and adapt international standards to local contexts to foster alignment with human rights principles, including women’s rights and freedom from technology-facilitated violence.
  • Engage with government officials, ministries, and civil society actors to strengthen legal and regulatory frameworks for digital governance.
  • Facilitate multi-stakeholder approaches to regulation, promoting collaboration between government, private sector, and civil society.
  • Support the training, mentorship, and ongoing technical assistance to government stakeholders and institutions involved in digital transformation.
Administrative
  • Monitor regulatory trends and emerging technologies globally to anticipate governance needs and advise on policy solutions.
  • Coordinate with DI’s home office and consortium partners to align governance activities with ADD program objectives and milestones.
Secondary Job Duties:
  • Contribute to ongoing Democracy International business development efforts around the world.
Reporting:
  • This position reports to the ADD Chief of Party.
Application Process:

Interested applicants MUST submit a cover letter and CV by December 31, 2024. Applications will be reviewed on a rolling basis and the position will be filled as soon as a qualified candidate is identified. DI will only contact candidates of interest.
