Monitoring, Evaluation, and Learning (MEL) Director
Democracy International (DI) is seeking to hire a Monitoring, Evaluation, and Learning (MEL) Director to work with the USAID Engagement with Voters for Equitable Representation (EVER) activity and oversee all internal MEL aspects of the program including implementing the MEL plan, keeping track of performance indicators, ensuring the data collected is reliable, and preparing reports for USAID. The MEL Director will also have primary development and oversight role of EVER initiated research projects. The ideal candidate will be experienced, highly motivated, detailed oriented, and able to work well with a diverse team. This is a full-time position based in Tripoli, Libya and is only available to Libyan citizens.
- Manage all aspects of the EVER Monitoring, Evaluation, and Learning (MEL) plan.
- Mentor and train staff and partners on MEL design, data collection, management and implementation.
- Develop and oversee all of EVER’s research initiatives.
- Design online survey systems, process the survey data, and produce frequency and percentage table as well as graphs and charts.
- Produce monitoring and evaluation part of quarterly and annual reports.
- Update EVER’s event and beneficiary counting sheet.
- Upload information on USAID’s Development Information System (DIS).
- Work with team to develop and maintain the MEL plan to best reflect EVER’s work and make necessary updates when requested.
- Liaise with the EVER partners and staff to ensure that they are collecting and uploading data along with required attachments in EVER’s online database system, and provide them necessary guidelines in this regard.
- Represent EVER at external events and effectively coordinate with local Civil Society Organizations (CSOs), government, and donors.
- Develop / update data collection instruments and guidelines.
- Input data in EVER’s online and offline databases, conduct double checking of data, minimize any data error, and ensure that no data is double counted.
- Help ensure the integration of USAID Collaboration, Learning, and Adaptation (CLA) approach and principles into current and future programming.
- Other similar responsibilities DI might reasonably request.
