General Description
Under the direction of the Chief Operations Officer (COO), the Director of Liaison Services provides strategic oversight and operational leadership for the Liaison Services Department, including hospital, court, jail, and crisis prevention programs. This role supervises the Program Manager of Liaison Services and is responsible for the coordination and performance of multiple grant-funded positions and initiatives within the division.
The Director of Liaison Services ensures that this program runs in accordance with Standards set forth by the Texas Health and Human Services Commission (HHSC) and the Texas Administrative Code (TAC). Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Education, Training, and Experience
· Minimum of a bachelor's degree in psychology, counseling, sociology, social work (LMSW-ACP), or another human services field required to meet credentialing requirements as a qualified mental health professional.
· Five years' experience with individuals with severe and persistent mental illness and three years' experience in crisis services or an equivalent combination experience is required.
· Two years' supervisory experience is required.
· Licensed Professional of Healing Arts (LPHA) preferred.
Registration, Certification, Licensure, and Other Qualifications
· Must have and maintain a background and criminal history free from any disqualifying offenses as outlined by the Texas Administrative Code (TAC) and the Health and Human Services Commission (HHSC).
· Must possess and maintain a valid driver's license and automobile insurance.
o Individuals with an out-of-state driver's license must be able to obtain a driver's license in the state of Texas within thirty (30) days.
· Successful completion of all position-specific training within thirty (30) days of employment is required.

Essential Duties
The following list outlines key responsibilities for the position; however, it is not exhaustive and does not encompass all responsibilities. Additional duties may be assigned as needed.
1. Manages Center Liaison Services.
- Oversee Center Liaison Services, ensuring 95% compliance with relevant standards and certification as a Local Authority.
- Achieve 95% success rate in clinical records reviews.
- Maintain scheduling for liaison services always ensuring appropriate coverages for all programs.
- Provide crisis and continuity of care-related training, including specialized child and adolescent training, for all relevant staff.
- Ensure timely 24-hour follow-up for individuals receiving emergency crisis services who are hospitalized at a psychiatric hospital following the crisis assessment.
- Collaborate with local law enforcement agencies to enhance crisis response.
- Lead community outreach, education, and representation of the Center's liaison services.
- Coordinates, facilitates, and documents regular leadership meetings with direct reports.
- Ensures the inpatient care waitlist (ICW) is updated in compliance with standards outlined in Information Item F.
- Ensures all individuals court ordered to outpatient treatment are entered into Clinical Management for Behavioral Health Services (CMBHS) on the day the court order or any subsequent extensions are issued.
2. Ensure that liaison services are provided in such a way that supports the quality management system.
- Ensure that contracted services receive no financially sanctionable citations from HHSC.
- Promptly respond to requests for correction actions plans and ensure adherence to corrective action plans resulting from internal and external audits.
- Manages voluntary bed days monthly or as requested.
- Manages contracts in compliance with relevant regulatory agencies, contractors achieve 100% compliance.
- Submits all required reports and paperwork on or before the due date.
- Submits Form Y to all appropriate parties by submission deadline.
- Submits Form Z to all appropriate parties by submission deadline.
- Coordinates, facilitates, and documents regular staff meetings at least monthly with each team.
- Ensure performance measures are met each month.
- Ensure staff work with the goal of meeting the needs of individuals served.
- Facilitates managers' meetings weekly in coordination with the Director of Crisis Services to discuss program issues and strengths and brainstorm ideas for growth.
- Attend staff meetings.
3. Provide after-hours emergency MCOT, Psych Triage, and Crisis Clinician On-Call coverage as needed.
- Participates in rotation for back-up Clinician On-Call to provide clinical support to Center staff after normal operating hours. Looks for shift coverage for staff when needed and provides shift coverage if no other coverage can be found for MCOT, MCOT On Call, Psychiatric Triage, and CRU when working as Crisis Clinician On Call.
- Participates in rotation for Emergency Back Up for MCOT On Call and Psychiatric Triage in the event staff call in and coverage cannot be found, as needed.
- Completes assigned tasks when on call.
4. Provides leadership in support of Denton County MHMR Center.
- Serves as a liaison with the community providing public education and collaboration regarding Center liaison services as needed/requested.
- Participates with community advocacy groups, Center committees and workshops to promote education and develop resources; documented in monthly reports and in Board reports as needed.
- Serves on UM committee, FRAQUM committee, Zero Suicide Task Force, and other assigned work groups and committees as requested by the Chief Operations Officer or other Center leadership.
- Presents monthly reports regarding bed day usage, hospital utilization, and other liaison data in meetings when asked.
- Coordinates meetings with law enforcement agencies, contract hospitals, sheriff's office, county and local jails, and other community partners to address any ongoing issues.
- Ensure meeting minutes are completed and sent out by the end of business the day following the meeting.
- Works collaboratively with other community agencies.
5. Oversee the annual budget for LOSS and Liaison Services.
- Maintains the bed day budget by knowing days used and days remaining.
- Works with program managers to ensure appropriate usage of state funded bed days.
- Works with program managers to keep overtime levels down.
Supervisory Duties
6. Provides supervision to the LOSS Coordinator and the Program Manager of Liaison Services.
- Provides individual written supervision to the employees under their leadership as needed. The supervisor effectively communicates with staff the information that is needed for supervisors to effectively manage their teams and programs.
- Newly hired staff receive supervisions from month of hire through sixth month of employment routinely and at least monthly after 6 months of employment.
7. Ensures employees comply with education and training requirements, 100% compliance.
8. Ensures that employees are trained to perform their jobs and that various requirements of the position are communicated to the employee.
9. Supervisor addresses performance issues and ensures that the staff is operating within acceptable Center guidelines.
10. Communicates with HR and posts vacant positions in a timely manner.
