Description
The Operations and Planning Analyst will focus on the scheduling and operational aspects of transit planning, ensuring effective and efficient service delivery. This role involves developing and managing schedules, run-cutting, facilitating operator bidding, coordinating public outreach for service changes, and overseeing the implementation of service adjustments. The ideal candidate will have a detail-oriented approach, strong organizational skills, and a passion for improving public transportation.
Essential Duties and Responsibilities :
- Develop, analyze, and maintain transit schedules, ensuring alignment with service standards and operational goals.
- Perform run-cutting to optimize driver assignments and minimize costs while maintaining compliance with labor agreements.
- Coordinate operator bidding processes, including preparation of bid materials, scheduling bid sessions, and ensuring accurate implementation.
- Collaborate with transit operators and union representatives to address scheduling-related concerns and feedback.
- Support the planning and execution of service changes, including developing detailed implementation plans.
- Conduct public outreach efforts for schedule changes, including hosting public meetings, preparing informational materials, and gathering community input.
- Utilize scheduling software and tools to create efficient and effective transit service plans.
- Monitor and analyze operational performance metrics to recommend adjustments or enhancements to schedules.
- Coordinate with the operations team to ensure smooth rollout of schedule changes and address any implementation challenges.
- Stay current with industry best practices, technological advancements, and regulatory requirements related to transit scheduling and operations.

Bachelor's degree in Urban Planning, Transportation Planning, Operations Management, or a related field. Master's degree preferred.
Knowledge, Skills, and Abilities :
Strong understanding of transit scheduling principles, run-cutting techniques, and operational planning.
Special Requirements : Hold a current valid Texas Driver's License or have the ability to obtain one upon entry into the position.
PHYSICAL ACTIVITIES
Physical activities include, but are not limited to : on a continuous basis, sitting at a desk for long periods of time; researching information both in written form and on the computer; using a computer and monitor for long periods of time; intermittently twisting and reaching for office equipment; writing or using keyboard to communicate through written means; lifting light weight; reaching above the waist and reaching below the waist; repetitive motion and fingering when using computer keyboard; and talking and hearing when dealing with internal and external customers. The position requires occasional field work including riding buses and trains. The essential functions of this position require the daily use of a computer and telephone and are performed in an office environment.
