Job Summary

The Housing Choice Voucher (HCV) Integrity Specialist, reporting to the HCV Analyst and Trainer, is responsible for ensuring staff adherence to compliance goals and maintaining program integrity. This role involves close collaboration with the internal audit team to address findings and implement corrective actions effectively. The Specialist also develops, monitors, and tracks technical training programs based on audit outcomes to reinforce compliance and program integrity.

Additionally, the role provides training and coaching to support employee development, fostering growth and enhancing performance. Success in this position requires strong interpersonal skills, the ability to work well with diverse individuals, and a professional approach to resolving issues.

Essential Duties and Responsibilities

  • Audit staff files, document errors, and report trends.
  • Create audit files, tracking reports, and provide routine updates to the Director and HCV staff
  • Supports internal and external auditors by preparing files and addressing processing questions.
  • Collaborate with the internal audit team to resolve findings and implement corrective actions.
  • Develop and conduct training based on audit findings.
  • Provide consistent guidance on HCV rules, regulations, and procedures to staff, participants, housing providers, and the public.
  • Collaborate on internal audits, address findings, and implement corrective actions.
  • Serve as primary support for internal and external auditors.
  • Recommend industry best practices to the HCV Analyst/Trainer and Director.
  • Uphold confidentiality and perform other assigned duties.
  • Ensure daily attendance.

  • Understand program impacts on audits and maintains thorough knowledge of HCV policies and procedures to ensure accurate processes.
  • Ability to interpret and understand tenant file information and knowledge of the requirements regarding re-examinations, re-determinations, utility allowances, leasing, and admission requirements.
  • Displays high standards of ethical conduct and understands the impact of violating these standards on DHA, self, and others. Must be able to choose an ethical course of action and be trustworthy.
  • Demonstrated success in developing a learning curriculum and implementing training programs. Ability to document quality and training results.

Minimum Qualifications

Education
  • Bachelor’s degree in business administration or related field.
  • Minimum of 3 years’ experience within Affordable Housing Management/Compliance or related field.
Experience Equivalency
  • A combination of appropriate education and experience may be substituted for the minimum educational requirements.
Licenses and/or Certifications
  • Must hold a professional designation in Housing Choice Voucher programs, HCV Development and Management of Project Based Vouchers, Certified Housing Choice Voucher Management (SHM) or Certified Executive HCV ion 8 Housing Manager (VEPM), or related.
