The Department of Accounts (DOA) seeks a highly motivated payroll professional interested in furthering their accounting/financial career to work in the Payroll Service Bureau (PSB) as an Assistant Director.
DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.
This position offers a hybrid work schedule with a minimum of three days/week working in the office in downtown Richmond, VA located at 101 North 14th Street, Richmond, VA 23219.
Job Duties
This position manages the activities of the Payroll Service Bureau operations. Ensures all payroll and benefits-related information is processed in conformity with existing state policies and in compliance with federal and state laws, Bureau Best Practices and Scope of Services, established internal control procedures, CAPP, Payroll Bulletins, and quality assurance measures delineated in the Bureau’s ARMICS plan; ensures processing deadlines are met for payroll certification (confirmation), to include coordination and review of paysheet updates, diagnosing and resolving payroll errors, balance adjustments, off-cycle payroll and net pay calculations; ensures operational priorities are completed timely; ensures all court-ordered and mandated withholdings are processed accurately and remitted to their receiving authority within the designated deadlines; maintains court ordered withholding Access database, directly supervises and provides performance management for multiple staff members; ensures all required reconciliations and information returns are prepared accurately and submitted to the appropriate receiving authority within the designated deadlines; ensures internal control compliance and performs control testing; ensures good customer relations are maintained with participating agencies, provides instructional guidance to staff and participating agencies, and assists with transition activities for new agencies entering the Bureau; develops, implements, and maintains operating standards and procedures; develops and conducts payroll and benefits Bureau training programs; and serves as backup to the Payroll Service Bureau Director during the Director's absence.
Minimum Qualifications
Experience working in a fast-paced, high volume payroll environment.
Considerable knowledge of generally accepted payroll and accounting principles and practices, auditing standards, and benefits processing; federal and state payroll laws, regulations, and reporting requirements.
Strong oral and written communication; Excel, Word, mathematical; customer service; multitasking; teamwork; time management; and analytical skills.
Ability to review the work of others and provide feedback; serve as a subject matter expert; independently review and apply established policies, procedures, standards, and regulations; work independently within existing guidelines and policies in a fast-paced environment.
Analyze a wide variety of data and determine appropriate handling; adapt to changes in policies, procedures, and priorities proficiently; work independently; handle multiple work assignments of varying complexity simultaneously and monitor status of work completion. Manage details with few errors; interpret instructional materials and execute business processes accordingly; analyze problems of varied and considerable difficulty and determine appropriate resolutions; read and analyze reconciliation reports of varied and considerable difficulty; and prepare certifications and reconciliations proficiently.
Interact with various levels of participating agencies’ management; maintain a strong level of professionalism in all interactions; and display emotional maturity necessary for this position.

The successful candidate will have a hybrid work schedule with a minimum of three days per week working in the office in downtown Richmond, VA.
Experience or coursework in accounting or related field. Working knowledge of HCM Cardinal System, to include Human Resources, Benefits Admin, Payroll, Absence Management, Time and Attendance modules. Working knowledge of the paysheet, balance adjustment, diagnosing and resolving payroll errors, SPOT processes to include developing and uploading templates, and off-cycle processing. Coordination of payroll processing for multiple state agencies and/or large volumes of payroll. Knowledge of Payroll and Leave Accounting CAPP topics; and state human resource policies governing compensation and benefits programs. Operational experience maintaining Access database for court ordered withholding. Experience working with state payroll and benefits; providing quality assurance reviews of payroll and benefits activity; processing high volumes of payroll; and working with benefits processing to include leave accounting preferred; related experience in high-volume environments strongly preferred.
