This position has a hybrid work schedule with three days/week working in the office in downtown Richmond, VA. (James Monroe Building 101 North 14th Street Richmond, VA 23219.)
The Charge Card division (within Finance ^& in the Department of Accounts (DOA) is seeking a qualified individual for an XXX position.
DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.
Job Duties
This position works with agencies, institutions, vendors, and the State Charge Card vendor to complete daily activities related to the Virtual Payables (VP) program and Charge Card program. Monitors the hotline and email account; reconciles and processes the monthly multimillion dollar VP statement; researches and resolves outstanding payments; provides regular reporting on the program; identifies and recommends payment solutions using data mining methods; recommends system modifications; identifies best practices and internal controls; develops formal documentation and guidelines; develops and performs audits based on potential areas of misuse or industry changes; evaluates and proposes recommendations for program, policy, and system enhancements; establishes, updates, and deletes access accounts for all online system access; researches and provides resolution to charge card administration problems for customers; communicates with charge card vendor; reconciles daily transmissions to vendor for payments on the Purchase Card and Travel Card programs; works with customers on non-compliance with policy; and maintains files. Research and prepare responses as well as coordinate requested data from the data owners for FOIA requests.
Minimum Qualifications
Knowledge of accounting; finance; financial systems development; and Microsoft Office programs (Word, Excel, Access, and PowerPoint). Enhanced knowledge in Excel with ability to complete pivot tables, vlookup, and other formula features.
Strong organization; process improvement; analytical; and oral and written communication skills.
Ability to record, compile, and perform complex analysis/reconciliations of a variety of financial data; prepare written documentation to support findings; research and resolve financial issues; communicate effectively with internal/external staff; collect, maintain, and secure vendor data; research and resolve financial issues; read, understand, and apply technical and complex rules; write policies and procedures; and work independently in a professional manner in a fast paced environment. Ability to multitask in a fast-paced environment.
Additional Considerations
Considerable knowledge of electronic commerce practices; and state purchasing and travel policies and procedures preferred.
Ability to write system documentation and guidance documents; and perform audits and identify potential fraud preferred.
Education or experience in accounting, business, or a related field preferred. Experience working as an analyst; experience interpreting policy, procedures, laws and applying them; experience analyzing/auditing financial data; providing remote customer service; identifying best practices or internal controls; recommending IT system modifications; data mining; Oracle PeopleSoft Financial applications; knowledge of Cardinal Financial system, working with a charge card program; and Bank of America’s Works application preferred.
