Are you a skilled construction project manager with a passion for delivering impactful projects that serve Oregonians? The Department of Administrative Services (DAS) is seeking a Construction Project Manager 3 to lead and oversee statewide capital construction projects.
In this role, you will collaborate with state agencies, contractors, and design professionals to plan, design, and deliver construction projects that optimize the use of state government facilities. From concept to completion, you'll manage budgets, schedules, and expectations to drive successful project delivery.
What You'll Do:
  • Lead major capital construction projects from planning through occupancy, ensuring projects meet scope, budget, and timeline goals.
  • Collaborate with state agencies to develop project objectives, design plans, and functional workspaces that support their missions.
  • Oversee contractors, architects, and engineers to ensure high-quality construction and efficient project delivery.
  • Develop and manage project budgets, schedules, and contracts, ensuring compliance with state regulations and best practices.
  • Facilitate meetings, ensuring clear communication and collaboration throughout all project phases.
  • Contribute to the long-term sustainability of state facilities by promoting cost-effective design and construction solutions.

What We Are Looking For
Minimum Qualifications:
A Bachelor’s Degree in Construction Management, Business Administration, Public Administration, Architecture, Planning, or Engineering; AND five years progressively responsible experience related to the *class series concept;
OR
An Associate Degree (or comparable course work) in Architectural, Construction or Engineering Technology; and six and one-half years progressively responsible experience related to the *class series concept;
OR
Eight years of progressively responsible experience related to the *class series concept.
  • Experience related to the class series concept could include private sector project management, working in the architecture or engineering consulting field, or working in on-site construction jobs.
Possession of a Project Management Professional (PMP) certification awarded by the Project Management Institute (PMI), Oregon Project Management Associate Certification (OPMA) or other related certification will substitute for 1 year of the qualifying experience.
Desired Attributes:
  • Experience managing large-scale, complex construction projects from design through completion.
  • Demonstrated ability to lead project teams, negotiate contracts, and communicate effectively with contractors, partners, and agency staff.
  • Extensive knowledge of construction methods, materials, and advanced building techniques, with proven application in large commercial or institutional projects.
  • Proven ability to develop, monitor, and manage project budgets, ensuring projects are completed within scope, time, and cost constraints.
  • Strong problem-solving and critical-thinking skills, with a track record of resolving complex construction challenges and project risks.
  • Ability to manage multiple projects, priorities, and partners simultaneously while maintaining project timelines and deliverables.
  • Proficiency in Microsoft Office, Adobe Acrobat, and/or other project management software used for tracking budgets, contracts, and project progress.

  • Hybrid Work- This hybrid position typically requires one in-office day per week. For the first six months, new hires may need to work onsite daily in SE Salem, Oregon. Additional in-office days may be required with advance notice.
