Opportunity Awaits, Apply Today! Geographic Information Officer (Information Systems Specialist 8)
Enterprise Information Services (EIS) is recruiting for a new Geographic Information Officer to build and strengthen Oregon's governance, management, and sharing of geospatial data. This position is a critical part of the Chief Data Officer and Data Governance and Transparency Program and will work closely to build cross-agency collaboration in support of statewide use cases for geospatial data standardization, integration, and sharing.
The Geographic Information Officer (GIO) is responsible for the strategic alignment of geospatial data management and governance with the state’s broader Oregon Data Strategy, including developing methods to build cross-collaborative initiatives between geospatial data and information programs and the State’s broader data governance efforts. Working in collaboration with the State’s Chief Information Officer and Chief Data Officer, you will also be responsible for contributing to the State’s Data Strategy and in advancing the goals of the Oregon’s State Chief Information Officer (OSCIO) with regards to geographic information systems and geospatial data.

Please Note: This position is a hybrid role and will be expected to work in Salem Oregon at a minimum of 1-2 days a week. Applicants must be willing to relocate or live within commuting distance upon accepting an offer.
What We Are Looking For
Minimum Qualifications:
- Seven (7) years of information systems experience in: geospatial data governance and management; OR
- An Associate's degree or higher in Computer Science, Information Technology, or GIS, natural sciences, or a related field that demonstrates experience in geospatial data use, sharing, and governance, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND 5 years of information systems experience in: geospatial data governance and management; OR
- A Bachelor's degree in Computer Science, Information Technology, or GIS, natural sciences, or a related field that demonstrates experience in geospatial data use, sharing, and governance AND three (3) years of information systems experience in: geospatial data governance and management; OR
- Master's degree in Computer Science, Information Technology, or GIS, natural sciences, or a related field that demonstrates experience in geospatial data use, sharing, and governance AND one (1) year of information systems experience in: geospatial data governance and management.
Desired Attributes:
- Progressive experience in data management, data governance, and relationship building
- Demonstrated strategic leadership in developing and implementing large scale geospatial data strategies, policies, and standards that align with enterprise data governance objectives.
- Extensive experience in relationship building and collaboration in support of data governance and data management and be capable of coordinating and leading multi-disciplinary groups of interest (e.g.: state agencies, local governments, tribal nations, the private sector, and academia.)
- Demonstrated experience presenting complex geospatial concepts and policy recommendations to executive leadership, legislative bodies, and diverse groups, convening and guiding geospatial councils or advisory bodies and be well-versed in modern geospatial data, technology and related industry trends.
- A working knowledge of national geospatial policies and frameworks, including NSDI, FGDC, ASPRS standards, and the OGC are essential.
- Demonstrated experience managing multidisciplinary teams, overseeing complex budgets, securing and managing grants, and developing sustainable interagency funding models.
- Extensive hands-on experience working with geospatial data in a related industry. For example, engineering, surveying, mapping, GIS, photogrammetry or related disciplines.

Preference may be given to candidates with a history of active involvement with one or more of the member organizations of the Coalition of Geospatial Organizations and/or geospatial data related certification and licensing is also beneficial: ex. PE, GISP, PLS, CP, CMS
