Oregon Forward Program
, a legislatively mandated initiative that creates meaningful employment opportunities for Oregonians with physical, mental, and developmental disabilities. By supporting a uniquely skilled and diverse workforce, you’ll help deliver essential goods and services to public agencies across Oregon. Your work will directly advance the state’s goals while building stronger community partnerships and promoting economic inclusion statewide.What You'll Do:
- Lead the statewide Oregon Forward program by qualifying contractors, setting pricing, and promoting product and service adoption across agencies.
- Advise and consult with state and local governments to foster strong procurement relationships aligned with Oregon’s policy priorities.
- Design and manage systems, training, and strategies to increase program visibility, efficiency, and transparency.
- Champion the mission as a spokesperson, policy expert, and legislative advisor.
- Collaborate across agencies, organizations, and communities to promote employment opportunities for Oregonians with disabilities.

.What We Are Looking For
Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years experience in public procurement, program administration, or policy implementation

Any combination of experience or education equivalent to eight years of public procurement, program administration, or policy implementation experience.

Desired Attributes:
- Proven knowledge of Oregon procurement laws, rules, ethics, and best practices, with the ability to interpret and apply them consistently.
- Skilled in contract analysis, negotiation, and development, ensuring compliance with applicable statutes and sound contract principles.
- Experience evaluating bids, quotations, and vendor proposals using established criteria, laws, and procurement policies.
- Strong analytical and critical thinking skills; able to synthesize complex information into clear, actionable recommendations.
- Effective oral, written and presentation communication skills, including the ability to present ideas clearly and collaborate with diverse customers.
- Highly organized and detail-oriented, with the ability to manage and prioritize multiple projects or programs simultaneously.
- Proficient in the use of Microsoft Office programs (Word, Excel, Outlook, PowerPoint) for professional-level work.
- Experience in facilitating meetings and mediating discussions, including navigating potentially confrontational or sensitive conversations professionally.
- Understanding of the legislative process, including how legislation impacts programs and policy.
- Basic knowledge of accounting principles, including overhead calculation and cost accounting.
- General understanding of habilitation services funded by the Oregon Department of Human Services (DHS).
- Familiarity with the Oregon Forward Program or similar employment-support programs for individuals with disabilities.
