The Department of Administrative Services (DAS) is seeking a Payroll Analyst to join our mission-driven team in supporting state government operations that benefit all Oregonians.
DAS is the backbone of Oregon’s state government, driving accountability and efficiency in financial, human, and information resources. We provide critical services to state and local agencies, empowering them to fulfill their missions effectively.
As a Payroll Analyst, you play a key role in ensuring employees are paid accurately and on time.
Duties include:
- Audit timesheets, verify deductions, and ensure compliance with policies and regulations, including the Oregon Accounting Manual (OAM), GAAP, and collective bargaining agreements.
- Serve as the go-to expert for employees, supervisors, and client agencies on payroll policies and procedures.
- Investigate and correct payroll errors, manage overpayments, and handle special payroll scenarios.
- Manage new hire orientations, exit processes, and insurance coverage options, including ACA and COBRA compliance.
- Partner with Central Payroll to enhance system processes and ensure data accuracy.
This position requires on-site training. After completing training, you may have the flexibility to transition to a hybrid remote work schedule.

What We Are Looking For
Minimum Qualifications:
- Two years of experience analyzing, calculating, recording, and maintaining routine financial information that must include accounting, financial or numerical data, or payroll processing; OR
- At least 96 quarter (64 semester) credit hours or an associate’s degree from an accredited college, university, or vocational technical school that includes 12 quarter (8 semester) hours in accounting, business, or finance; OR
- Possession of a Certified Payroll Professional’s (CPP) certificate; OR
- One year of experience analyzing, calculating, recording, and maintaining routine financial information that must include accounting, data, or payroll processing AND at least 44 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 8 quarter (5 semester) hours in accounting, business or finance; OR
- One year of experience analyzing, calculating, recording, and maintaining routine financial information and must include accounting, data, or payroll processing AND possession of a payroll certification from an accredited college, university, or vocational-technical school.

- Exceptional customer service and communication skills, with a proven ability to support a diverse customer base.
- Proficiency in using software applications, including Microsoft Excel, Outlook, Teams, and Word.
- Demonstrated ability to stay current with evolving software tools and technologies.
- Strong skills in defining, interpreting, and adhering to policies, auditing standards, and internal control practices.
- Experience with automated payroll systems.
- Expertise in analyzing and verifying data for accuracy and completeness.
- Detail-oriented with a solid understanding of payroll systems, accounting principles, and labor laws.
- Effective problem-solving abilities, thriving in fast-paced environments with shifting priorities.
- Clear and concise communicator, capable of explaining complex policies to employees and managers effectively.
Preference Statement:
- Preference may be given to individuals with expertise and experience in researching and auditing financial data and/or financial systems.
