Job Description:
Your New Role – Resilience Plan Manager
Help build a more resilient Oregon for all! This position will lead the development of a statewide Plan for a Resilient Oregon; to inform our state’s disaster resilience work. The Plan will connect the interests and missions of multiple state agencies and community-based organizations from across Oregon. Working from the Office of the Governor, the Plan Manager will engage with a diverse group of partners in a structured process over 18 months. The effort will require strong abilities in communication, collaboration, and negotiation, as well as excellent project management skills including scoping, delegating, and coordinating work from multiple contractors and CBOs. This job is a unique opportunity to help design and do work to meaningfully advance Oregon’s disaster resilience and support communities that face disparate risks.
This is a limited duration appointment that is expected to end on or before December 31, 2026. Limited duration appointments are benefits eligible and have a designated maximum length of service.

Minimum Qualifications Required:
  • Seven years of professional level experience related to the class concept
OR
  • Six years of professional level experience related to the class concept AND an Oregon Project Management Associate Certification
OR
  • Four years of professional level experience related to the class concept AND a Bachelor’s degree in Business Administration, Management, Public Administration, or closely related field
OR
  • Two years of professional level experience AND project Management Professional Certification awarded by the Project Management Institute
Requested Attributes:
  • Expertise or experience working with disaster survivors or in communities that experience disparate impacts of disasters; trauma-informed approach to work
  • Demonstrated ability to advocate for and advance inclusion and equity
  • Knowledge of environmental justice, climate adaptation, and/or resilience planning
  • Experience developing and managing grants and contracts
  • Experience managing complex projects; comfort with ambiguity; ability to re-strategize and problem-solve midway through projects
  • Ability to bring together diverse or opposing groups and individuals
  • Strong written and verbal communication skills
  • Experience with public speaking and/or working with the media
  • Knowledge of funding and grant sources
