The Department of Administrative Services (DAS) Labor Relations Unit represents the Governor on behalf of all Executive Branch agencies in collective bargaining and contract administration. Currently, the DAS Labor Relations Unit administers 35 state collective bargaining agreements, which cover approximately 34,000 employees who are represented by 12 different labor organizations. Additionally, the DAS Labor Relations Unit administers 5 non-state collective bargaining agreements represented by AFSCME and SEIU.
As one of the DAS State Labor Relations Managers, you will establish the tenor of the labor relations environment for the State by acting as spokesperson for the Governor on behalf of Executive Branch agencies in complex labor negotiations regarding wages, hours, benefits and other terms and conditions of employment for employees represented by unions. This position has authority to review and resolve grievances at the highest level of grievance appeals.
This essential work includes:
- Overseeing the contract negotiations and administration of assigned labor agreements.
- Identifying and conceptualizing labor relations policies and strategies for the Governor on behalf of Executive Branch agencies.
- Representing the Employer in grievance arbitration, interest arbitration and fact-finding hearings.
- Providing training and technical assistance to all state agencies.

What We Are Looking For
Minimum Qualifications:
Five years of progressively responsible labor relations experience. Experience must have included acting in the role of chief negotiator at a bargaining table, administering labor contracts, arbitrating grievances, fact-finding and human resource consultation.
A Master's degree in Labor Relations, Industrial Relations, Human Resources Management, Business or Public Administration, Economics or a closely related field can substitute for one year of experience.
Desired Attributes:
- Experience working collaboratively within a team with the ability to rapidly identify issues and propose appropriate solutions.
- Demonstrated experience developing contract proposals and counterproposals.
- Strong critical thinking skills and problem-solving approach in challenging situations.
- Providing leadership and advice on emergent labor relations issues.
- Strong background and experience in collective bargaining negotiating with union representatives over complex issues. Experience with public sector preferred.
