Are you a procurement professional looking to make a significant impact in Oregon state government? The Department of Administrative Services (DAS) is seeking a State Procurement Analyst to manage statewide price agreements and complex, high-value procurement projects that support state agencies, local governments, and other public entities. This role is essential in ensuring cost-effective and strategic IT procurement of goods and services and technology solutions both statewide and agency specific.
At DAS, we provide the critical infrastructure that allows Oregon’s state agencies to operate efficiently and effectively. Our Procurement Services team plays a pivotal role in securing high-quality products and services while maintaining compliance with state and federal regulations. What you’ll do:
- Lead the procurement process for state agencies, boards, and commissions.
- Develop and administer IT contracts for supplies, services and technology projects.
- Develop and manage statewide price agreements and multi-state cooperative contracts.
- Ensure compliance with state and federal procurement laws while optimizing outcomes.
- Collaborate with agencies, internal partners and Suppliers to develop procurement strategies that support best value purchasing.
- Lead cross-functional teams in evaluating bids and selecting vendors.
- Negotiate contract terms, resolve disputes, and ensure high-quality vendor performance.
- Provide training and guidance on procurement policies, laws, and best practices.

Underfill Opportunity:
The goal of this recruitment is to fill this position as a State Procurement Analyst. However, if the successful applicant does not meet the minimum qualifications for the State Procurement Analyst classification but does meet the minimum qualifications for the Procurement & Contract Specialist 3 classification, the applicant will be appointed to the classification of Procurement & Contract Specialist 3 (SR 29, $5,842- $8,967). The duration and conditions surrounding the assignment and supervision of work are determined at the time of appointment.
What We Are Looking For
Minimum Qualifications:
State Procurement Analyst Minimum Qualifications
Six years procurement and contract experience related to the position. Four of the six years must have been leading the development and administration of complex *procurements; OR
A bachelor’s degree and three years leading the development and administration of complex *procurements; OR
Any combination of experience and education equivalent to six years of *procurement and contract experience related to the position.
- Qualifying related experience refers to experience in Complex IT Procurement.
Procurement & Contract Specialist 3 Minimum Qualifications
Five years procurement and contract experience *related to the position such as developing and administering standard contracts, agreements, or solicitations; OR
A bachelor’s degree and two years of professional-level procurement and contract experience *related to the position; OR
Any combination of experience and education equivalent to five years of procurement and contract experience *related to the position.
- Qualifying related experience refers to experience in Complex IT Procurement.
Desired Attributes:
- Proven ability to manage and complete multiple complex assignments simultaneously.
- Strong time management skills to prioritize tasks effectively and meet deadlines.
- Excellent oral and written communication skills.
- Ability to analyze and negotiate contracts in alignment with statutes and rules, consistently ensuring they are contractually sound.
- High attention to detail, with a focus on accuracy and compliance.
- Extensive knowledge of procurement principles, ethics, laws, policies, and guidelines used in State of Oregon procurements, with the ability to analyze and apply them appropriately.
Preference:
- Preference may be given to current DAS employees and/or candidates with current Procurement Certification such as CPPB or OPBC.
