WHO ARE WE
The Texas Department of Agriculture Financial Services Division supports TDA programs by performing financial duties in the areas of accounting, budget, purchasing, contracting, accounts payable and payroll.
WHAT YOU’LL DO
The Budget Analyst will perform moderately complex budget preparation and analysis work. Your work will involve preparing, monitoring, and adjusting internal operating budgets; updating the Centralized Accounting and Payroll/Personnel System (CAPPS) Human Resources (HR) position system with budgetary changes, reviewing department financial activities and making recommendations to improve financial condition of departments; participating in the preparation and development of the Legislative Appropriation Requests and Operating Budget. You will work under general supervision, with limited latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
Run and distribute daily report of Budget exceptions to the Budget Team.
Review and validate budget coding on regular monthly Voyager, P-Card, and Fed Ex bills.
Approve electronic personnel action forms (ePAFs) in the agency routing system.
Set up combo codes, department budget tables and labor account codes in CAPPS HR and CAPPS Financials.
Prepare budget journals to establish or adjust budgets in CAPPS Financials and USAS.
Assist in the preparation and development of the annual internal operating budget and coordinates budget load into CAPPS and USAS with other analysts.
Collaborate with the Budget team on entry into Automated Budget and Evaluation System of Texas (ABEST) of assigned schedules for the LAR and external operating budget.
Assist in the preparation and development of the external operating budget submitted to the Governor’s Office and Legislative Budget.
Assist in the preparation and development of the biennial Legislative Appropriation Request (LAR) and Governor’s Office and Legislative Budget.
Participate in the legislative bill analysis process. Review and analyze bill analysis submitted by TDA staff. Ensure Fiscal Notes are submitted to the LBB on a timely basis.
Follow all TDA policies and procedures.
Perform other duties as assigned.
QUALIFICATIONS/REQUIREMENTS FOR THE POSITION
Bachelor’s degree (one year work experience related to the primary duties may substitute for one year of college).
One (1) year work experience in accounting or financial reporting.
PREFERRED QUALIFICATIONS
State of Texas accounting or budgetary experience.
Work experience with State of Texas financial systems such as ABEST, CAPPS/HR and USAS.
Educational Substitution: Bachelor’s degree in Finance or Accounting may substitute for one year of required work experience; or Master’s degree in Finance or Accounting may substitute for the two years of required work experience.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of accounting, budgetary, and management principles, practices, and procedures; forecasting methodologies; legislative appropriations request and annual operating budget processes; automated accounting, budgeting, and forecasting programs; and performance measurement and reporting; and of legal restrictions governing allocation of funds.
Skill in analyzing financial data; in providing customer service excellence to both internal and external customers; in Pivot tables, formulas, and macros; and in the use of a computer and applicable software.
Ability to analyze fiscal management information to determine appropriate use of funds, to perform statistical analyses, to identify and develop budgetary reports and schedules, to analyze management problems and develop and present solutions, to communicate effectively, orally and in writing; to exercise sound judgment and discretion; and to maintain the highest level of confidentiality.
PHYSICAL REQUIREMENTS & WORKING CONDITIONS
Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing for prolonged periods of time; pulling and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel, occasionally overnight. May involve travel (5%), occasionally overnight.
TELEWORK & WORK HOURS
Telework is not authorized for any TDA personnel at the supervisory level (front-line supervisor that has timesheet approval/denial authority, hiring/termination authority, performance appraisal signature authority), including all supervisors above front-line supervisors.
