WHAT YOU’LL DO
The Flagman for Biosecurity Enforcement/Road Station will perform routine investigative work for the Texas Department of Agriculture’s (TDA) Biosecurity Enforcement program. You will be responsible for conducting roadside inspections and investigations related to the transportation of commodities moving in and throughout the State of Texas to prevent the introduction of unwanted pests into Texas (consumer protection). You will work under moderate supervision with limited latitude for the use of initiative and independent judgment.
This is an entry-level position with increasing responsibilities as training progresses. Newly hired investigators are required to complete a training manual to assist them in learning regulations, operating procedures, and other job responsibilities. Employees at this level may rely on direction from others to solve problems that are not standard, may occasionally assist other staff in performing work of greater complexity, as needed.
PRIMARY RESPONSIBILITIES
Conduct investigations of alleged violations of laws, rules, and regulations. Obtain, verify, and record evidence and documents for use in investigations when commercial shipments are rejected.
Coordinate and ensure that the Administrator and Director for Biosecurity Enforcement and ACP Plant Quality Program staff are kept informed of all issues related to investigations.
Represent the agency in a positive manner when dealing with constituents.
Train on and become proficient in the use of Performing Inspections, Enforcement and Recruitment (PIER), Bringing Resource Integration and Data Together for Greater Efficiency (BRIDGE) and business intelligence reports.
Clean and disinfect the office and mobile units (mopping, dusting, cleaning bathrooms, appliances, and furniture).
QUALIFICATIONS/REQUIREMENTS FOR THE POSITION
Bachelor’s degree (A high school diploma and two years full-time work experience related to the essential duties may substitute for a degree).
This is an on-site position located in Kaufman County at the Commercial Motor Vehicle (CMV) Road Station which is located on I-20 at mile marker 546. Must reside in Kauffman County or within 50 miles of the county line.
Valid Texas driver’s license and an acceptable driving record.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of investigative principles, techniques, and procedures; and of court procedures, practices, and rules of evidence.
Skill in the operation of technical equipment and detection devices; in providing customer service excellence to both internal and external customers; in the use of a computer and applicable software; and in mediation and negotiation techniques.
Ability to conduct investigations; to represent the agency in a positive manner when dealing with constituents to interpret and apply laws and regulations; to work with local, state, and federal agencies; to conduct interviews and gather facts; to evaluate findings; to prepare reports; to communicate effectively, orally and in writing, to exercise sound judgment and discretion; and to maintain the highest level of confidentiality.
PHYSICAL REQUIREMENTS & WORKING CONDITIONS
Involves working outdoors and exposure to extremes in temperatures (including high-low temperature changes and variable climatic conditions such as rain, fog, dust, fumes, gases, and odors). The noise level in the work environment is moderate. Involves extensive moving and remaining stationary; walking; standing; pulling and pushing; kneeling, stooping and bending; safely lifting and/or carrying items weighing up to 50 pounds; operating heavy equipment/machinery; safely handling hazardous and/or flammable materials; and exposure to dust. Involves safely operating a state vehicle and driving for long distances; working extended hours, some evenings, weekends, and holidays. Involves safely operating lawn maintenance equipment (weed eater, blower, chainsaw, pressure washer, zero radius lawn mower) for official business. This position is expected to rotate shift, including day, evening, and night. May involve travel, up to 70% of the work period, and some occasionally overnight. TDA will provide this position with a uniform and safety equipment, as is required for the position.
