Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly qualified and motivated professional to serve in the role of Assistant Comptroller in the Office of the Comptroller.
This position will assist the Comptroller with the following critical functions:

Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly qualified and motivated professional to serve in the role of Assistant Comptroller in the Office of the Comptroller.
This position will assist the Comptroller with the following critical functions:
- Monthly and annual consolidated financial reporting, both in accordance with generally accepted accounting principles (GAAP) and non-GAAP.
- Appropriation and allotment transactions applicable to the twelve (12) facilities operated by DBHDS.
- Budget oversight and analysis of facility budget operations.
- Compliance and financial risk assessment of community programs funded by DBHDS as a part of federal sub-recipient monitoring.
- Capital outlay financial management and reporting.
- Coordination of activities associated with the annual audit of DBHDS.
- Annual agency risk management and internal control standards (ARMICS) process.
- Provisioning of technical assistance and guidance to the DBHDS Central Office, DBHDS facilities and community programs funded by DBHDS.
- Phasing in of a new financial management system.
- Experience working with pronouncements of the Governmental Accounting Standards Board (GASB) and knowledge of generally accepted accounting principles (GAAP).
- Knowledge of general accepted auditing standards (GAAS).
- Significant experience with automated financial management systems.
- Experience with internal control risk assessment.
- Experience working with both internal and external auditors.
- Strong analytical skills and ability to work well with a diverse group of people.
- Excellent interpersonal skills.
- Strong verbal and written communications skills.
- Experience in Accounting.
- Certified Public Accountant (CPA) designation
- Knowledge of public budgeting system in the Commonwealth.
