The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an enthusiastic behavioral health professional to serve as the Director of Behavioral Health Quality. Reporting to the Senior Director of Clinical Quality Management, this role will serve as a key leader in fulfilling the Commonwealth’s vision to create a high quality, accessible, and innovative behavioral health system, shape quality standards for community based behavioral health services, and oversee a dynamic team of behavioral health professionals. This position will build a strategic plan and lead implementation of a community behavioral health quality management system; collaborate with stakeholders and state agencies to establish and implement cutting-edge quality service standards for the redesign of the community behavioral health service array in Virginia Medicaid; drive the quality outcomes of STEP VA; develop a comprehensive quality oversight plan by establishing metrics and monitoring data to drive outcomes; and lead risk assessment and quality improvement efforts to enhance the well-being of Virginians.

Additional Responsibilities Include
- Serving as the primary lead for DBHDS to provide project management and coordination for the interagency efforts to redesign.
- Identifying and successfully addressing systemic risks of harm, and identifying opportunities to improve the health, safety, and well-being of Virginians using or in need of behavioral health, substance use disorder, gambling, and psychiatric hospital services.
- Assuring linkage of funds with agency goals and objectives, responding to requests for budget revisions, and demonstrating the value of good stewardship of those investments.
- Staying current on issues relating to state-of-the-art quality improvement and management principles, and best practices in program and system design consistent with DBHDS scope of authority and operation.
- Knowledge of Virginia state and local government service operations for programs and services that serve individuals using or in need of community behavioral health behavioral, substance use disorder, gambling, and psychiatric hospital services.
- Proven leadership in behavioral health organizations.
- Experience in quality oversight and program development.
- Strong analytical and project management skills.
- Experience providing technical assistance and training to enhance business/program area understanding of quality improvement models, tools, and performance measurement and root cause analysis tools.
- Ability to plan regional and statewide quality improvement initiatives and performance measures, designed to drive system wide improvement.
- Experience in business analysis to understand program focus, service intent, desired outcomes, and barriers to progress toward desired outcomes.
- Strong data interpretation and analysis skills.
- Ability to establish and maintain effective relationships with diverse stakeholder groups.
- Excellent organizational, oral, and written communication skills.
- Skilled in the use of Microsoft Office, to include Teams and other virtual meeting tools.
- Experience with the continuum of services and supports for Virginians in need of behavioral health services.
- Senior level leadership, operations management, and program and policy development experience in community behavioral health.
