Job Duties

Eastern State Hospital (ESH), located in Williamsburg, Virginia, was founded in 1773, with a well-intentional emphasis on community focused mental health care. This state of the art campus, situated on 500 acres, consists of two patient care buildings with 300 patients, and a highly skilled staff of over 900. Eastern State Hospital is part of the Department of Behavioral Health and Developmental Services (DBHDS) system, and is accredited by the Joint Commission.

ESH invites applications for the position of PAYROLL MANAGER (FINACIAL SERVICES SPECIALIST II) in the Fiscal Department.

This position is directly responsible for the daily operations of the Payroll Department to include, but not limited to, supervising, training, and assigning staff in a complex financial organization in the areas of payroll, leave, and benefit accounting; ensuring the timely and accurate issuance of payroll checks, W-2’s, and applicable payroll related reports; and making certain operations are conducted in accordance with Federal, State, and Hospital policies and procedures in support of ESH’s vision, mission, and values.

Minimum Qualifications

Experience in accounting and/or equivalent payroll is required.

Experience in payroll management, supervision, confidentiality, discretion, automated payroll and leave accounting systems, and PC operations using spreadsheets and word processing is required.

Additional Considerations

Considerable knowledge of generally accepted accounting principles and practices related to payroll, leave, and benefit accounting. Expert knowledge of payroll, leave, and benefit accounting functions and operations. Expert knowledge and skill in managing the operations of a confidential and automated payroll accounting system. Expert skill in making presentations, verbal and written communications, utilizing spreadsheet and word processing software, and leading critical payroll related system testing and implementations. Demonstrated ability to instruct, train, and motivate a professional payroll staff and to interpret, assemble, analyze, reconcile, and prepare complex financial reports and statements. Ability to act in the capacity of essential personnel during emergency/crisis situations.

This position is considered essential personnel and would be required to work in the event of an emergency, pandemic, or facility need. All ESH positions may be required to work different shifts to include nights, weekends, and holidays, and/or overtime as requested, in the event of an emergency.
