What are the responsibilities and job description for the Performance Management Officer position at Department of Buildings?
This position is located in the Department of Buildings (DOB), Office of the Director. This position is responsible for communicating with program managers on implementing agency goals and developing roadmaps to accomplish them. Incumbent determines Key Performance Indicators (KPI), creates reporting channels, analyses report, recommends changes and improvements, and develop adequate strategies.
Incumbent serves as the principal advisor to the Senior Leadership on all phases of agency performance and adherence to internal, District, and industry-wide standards impacting daily operations within the agency. Incumbent evaluates proposed initiatives which would significantly alter the core service delivery structure, resource and staff configuration of agency programs, the interaction with the public and private sector, or that would impact interdepartmental relationship.
Duties and Responsibilities
Oversees daily operations of performance management, the development and governance of Standard Operation Procedures (SOP), and contributes to the agency’s data management functions. Oversees and provides leadership in SOP creation, data management, and performance management functions to achieve optimal operational efficiency and effectiveness. Advises the Director, Chief Operations Officer and other Senior Leaders of potentially controversial matters, issues, or problems with broad implications, and provides alternative solutions to various complexities arising from analysis findings. Identifies new areas of focus and develops strategic direction for programs based on assessment and best practices; oversees business operations and data analytical functions; provides guidance on critical issues related to policies, planning, actions, and innovative approaches as they pertain to projects, programs, analysis, and evaluations.
Plans tasks for subordinates, sets and adjusts short-term priorities, and prepares work schedules. Develops performance standards and evaluates the work performance of subordinates. Provides guidance or instruction to subordinates on work and administrative matters. Oversees, guides, and directs analysis of performance management metrics and strategies to assess effectiveness of agency operations and potential achievements. Conducts trend analysis and generates future projections to deliver actionable insights, enabling management to make informed decisions.
Qualifications and Education
Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is directly related to the work of the position. The applicant must have at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Duration of Appointment: Management Supervisory Service (MSS): All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
