THE DIVISION
The Community Planning & Engagement (CPE) division fosters the consistency and continuous improvement of DCP’s community planning work. The team is charged with ensuring complete and coordinated planning processes for all major initiatives through interdivisional, interagency, and community coordination. CPE also builds the capacity of DCP staff to facilitate effective and engaging public engagement and fosters staff leadership in civic innovation.

THE ROLE
The Community Planning and Engagement Team seeks highly motivated, experienced, and entrepreneurial Associate Engagement Specialist who shares our passion for holistic, participatory community planning in New York City. The Associate Engagement Specialist will report to the Director of Civic Engagement and oversee a portfolio of community planning projects at the neighborhood and citywide scale.

We seek a candidate with experience working on community planning and related fields, including (but not limited to) design and policy advocacy. The ideal candidate is extremely organized with demonstrate a strong understanding of urban planning in New York City, including technical activities and community engagement, as well as the work of agencies beyond NYC Planning. They will have experience designing strategies to maximize participation in planning processes and translating insights from communities and other city agencies into meaningful policy and plans. They will be a skillful communicator who is equally effective with communities and agency partners. Excellent project management, ability to quickly pivot as priorities shift, and strong attention to detail are all required.

MAIN RESPONSIBILITIES
  • Provides hands-on support to DCP divisions in Neighborhood Planning in New York City Neighborhoods including:
o Support the development of neighborhood plans and the neighborhood planning process
o Working with project teams to ensure that timelines and coordination documents are complete and up to date
o Coordinating between project teams, Communications, Intergovernmental Affairs, and the Community Planning & Engagement division to prepare for events and milestones
o Supporting stakeholder management
  • Supports capacity-building efforts to strengthen the skills of DCP planners to facilitate effective and engaging neighborhood planning
o Develops workshops and explainer materials to introduce staff to DCP’s Neighborhood Planning Process
o Maintains Standard Operating Procedures (SOPs) for Neighborhood Planning including interdivisional coordination and interagency coordination
o Provides just-in-time training to project teams to support the effective use of Neighborhood Planning resources
  • Supports community-led planning outside of DCP-led neighborhood plans
o Maintaining awareness of grants and other resources to support community planning
o Building relationships with grassroots and community-based organizations who are working on community planning and the built environment
o As appropriate, connecting groups with technical support and resources within DCP and partner agencies


Minimum Qualifications


1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.


Preferred Skills


- Experience working with cross-divisional teams to coordinate projects - Experience using virtual collaboration tools (such as Miro and Google Jamboard) to facilitate meetings and workshops with internal and external stakeholders - Public speaking and facilitation, including large and small-group settings - Graphic design (including the design of PowerPoint presentations, infographics, and graphic organizers)

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
