THE DIVISION

Information Technology Division’s (ITD) vision is to become a dynamic and vibrant technology delivery organization of the New York City government that leads business transformations and technology innovations to enable citizen-centric smart urban planning, while promoting a culture of collaboration, talent development, and equity. ITD is responsible for developing technology solutions to support agency needs and citywide asks, including City Charter mandates, grant funding requirements, and citywide geospatial services, and maintaining systems infrastructure and endpoint assets, to optimize operational efficiency, promote innovation, and collaborate with other city agencies to enhance service accessibility to citizens. The division provides necessary computing infrastructure and productivity-enhancing technology tools in a hybrid mode (on premise and in the cloud), to support DCP’s interdisciplinary staff across five boroughs, including planners, urban designers, project managers, and executive management. The division is comprised of experienced and talented software engineers, geographic specialists, service engineers, and technology leaders who specialize in managing system infrastructure, cyber security, geospatial data engineering, application services, and portfolio management.

THE ROLE

ITD’s Service Portfolio Management (SPM) unit is seeking a highly skilled and motivated Senior IT Business Analyst / Product Manager to lead requirements analysis, planning, and execution of technology projects that align with the agency’s business goals and strategic initiatives, collaborate with cross-functional stakeholders to define requirements, shape product roadmaps, and drive the successful delivery of IT solutions.

• Lead elicitation and analysis of business requirements, ensuring a comprehensive understanding of stakeholder needs and objectives.
• Identify and document functional and non-functional requirements, translating them into clear and actionable project specifications.
• Evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, and distinguish client requests from the underlying needs.
• Develop and maintain detailed specifications, business rules, swim lane diagrams, use cases, user stories, wireframes, and mock-ups that effectively communicate the product vision and requirements to development teams.
• Facilitate workshops and meetings to gather input from stakeholders and subject matter experts, ensuring comprehensive requirement documentation.
• Develop and maintain product roadmaps, prioritizing features and enhancements based on business value and customer impact.
• Act as a liaison between business stakeholders, development teams, and other relevant stakeholders, facilitating effective communication and alignment.
• Lead the design of intuitive user interfaces (UI) and seamless user experiences (UX) that align with business goals and industry best practices.
• Collaborate in an agile environment, participating in sprint planning, backlog grooming, and daily stand-up meetings.
• Collaborate with customer support teams to understand user pain points, gather feedback, and incorporate enhancements into ongoing development efforts.
• Collaborate with QA teams to define acceptance criteria, test cases and scenarios, ensuring the quality and reliability of the delivered products.
• Conduct thorough testing and validation of software applications against established requirements, identifying deviations and ensuring quality assurance.
• Monitor project progress and provide regular updates to stakeholders, addressing any changes in scope or requirements promptly.
• Continuously gather feedback from stakeholders to refine product features and drive system improvements.
• Define and contribute to roll-out strategies and client training for new and existing systems.
• Stay updated with industry trends, emerging technologies, and best practices, incorporating relevant insights into product development strategies.
• Provide guidance to junior analysts, mentoring them in effective requirement gathering, analysis, and documentation practices.
• Adept to use MS-Visio, Figma, Word, Excel, PowerPoint, SQL queries and other tools to prepare / present requirements and analyze data.
• Estimate time required to complete tasks accurately, prioritize multiple tasks effectively, and ensure issues are identified, tracked, reported, and resolved in a timely manner.

Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and / or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and / or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and / or domain; or

4. Education and / or experience which is equivalent to "1", "2", or "3" above.

Preferred Skills

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
