DutiesAs a Supervisory Fish and Wildlife Administrator, you will perform the following duties : Serve as the Division Director of the Fisheries Monitoring and Analysis (FMA) Division at the Alaska Fisheries Science Center (AFSC) responsible for administering the North Pacific Observer Program and the Alaska Marine Mammal Observer Program. Both monitoring programs integrate traditional fishery observers and electronic monitoring to provide an array of information for scientific and management purposes. As the FMA Director, the incumbent will oversee a staff of scientists and information technologists from various disciplines, to include but not limited to, fishery biologists, Information Technology (IT) specialists, operation research analysts, and other specialist and support staff.Represent the AFSC and National Oceanic and Atmospheric Administration (NOAA) Fisheries on a variety of high profile and sometimes controversial issues, including establishment of new monitoring programs, to wide audiences including high level management bodies, senior executives, commercial harvesters (fishermen and fishing organizations), and the interested public.Oversee the development of annual activity and staffing plans as well as the planning and execution of a multi-million-dollar annual budget.Execute priority research and monitoring activities. Administer scientific research throughout Alaska on commercially marketable species and all aspects of marine ecosystems. Establish and refine fishery-dependent research to meet the needs of the AFSC and its partner organizations.Your role will involve strategic oversight, innovation, and direct engagement with government researchers and fishery managers, industry stakeholders, and research institutions while leading a dedicated team of observers, scientists, and information technologists.Key Responsibilities : Lead the North Pacific Groundfish and Halibut Observer Program to gather and analyze critical information on fisheries, bycatch, and marine ecosystems.Innovate, adapt, and incorporate new methods of fishery-dependent data collections to meet emerging needs in fisheries management and ecosystem science.Oversee the training, deployment, and data collection services of highly skilled fishery observers who collect data aboard fishing vessels and at shoreside processing facilities across Alaska.Manage budgetary and staffing resources to efficiently and effectively meet Divisional goals.Foster a culture of innovation, resilience, teamwork, and excellence within the organization.Report regularly to stakeholders and the public about the Divisions impact and successes.Requirements Conditions of EmploymentThis position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.The ZP-5 is equivalent to the GS-15.NOTE :

  • A one year probationary period may be required.
  • A one year supervisory probationary period may be required and may be served concurrently.
  • Payment of relocation expenses is not authorized.
  • Payment of relocation incentives may be authorized.
  • Payment of recruitment incentives may be authorized.

Degree : Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.ORB. Combination of education and experience : Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education.ORC. Experience : Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.SPECIALIZED EXPERIENCE : Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies / knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at the ZP-5 or GS-15 level : SPECIALIZED EXPERIENCE : In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following : Managing a staff of scientists or information technologists;Determining long- and short- range plans for a scientific program; andExecuting scientific research, preparing reports, and presenting technical information to a variety of audiences.EducationCollege Transcript : If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college / university that reflects the content at the time the course was taken.Note : Your college transcript is used to verify successful completion of degree, or college course work.
