The
Department of Consumer and Business Services
(DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Universal Health Plan Governance Board within the Department of Consumer and Business Services (DCBS). The objective of the Board is to create a comprehensive plan to finance and administer a Universal Health Plan that is responsive to the needs and expectations of the residents of Oregon by:
- Improving the health status of individuals, families and communities
- Defending against threats to the health of the residents of this state
- Protecting individuals from the financial consequences of ill health
- Providing equitable access to person-centered care
- Removing cost as a barrier to accessing health care
- Removing any financial incentive for a health care practitioner to provide care to one patient rather than another
- Making it possible for individuals to participate in decisions affecting their health and the health system
- Establishing measurable health care goals and guidelines that align with other state and federal health standards
- Promoting continuous quality improvement and fostering interorganizational collaboration
- Focusing on coverage of evidence-based health care and services

This position is eligible for
hybrid remote work
on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.

As the Assistant to the Executive Director, you will provide confidential organizational, administrative and technical support to the Board, Executive Director, and Senior Policy Analyst.

Here’s what you need to qualify:
Minimum Qualifications:
- Three years of secretarial or administrative support experience that includes coordinating office procedures, preparing narrative and statistical reports, and administrative data collection and analysis
OR
- An associate degree in general office occupations and two years of secretarial or administrative support experience that includes coordinating office procedures, preparing narrative and statistical reports, and administrative data collection and analysis
OR
- An equivalent combination of education and experience
Requested Skills:
- Knowledge and aptitude to use Word, Excel, Outlook, Adobe and other computer software systems such as various virtual meeting platforms.
- Knowledge of public meetings, public records, and state financial policies.
- Ability to keep information confidential.
- Skill in formatting, producing, and revising correspondence, meeting minutes, and other documents.
- Skill in organizing work efficiently and exercising independent judgment in making appropriate decisions.
- Skill in proofreading documents and correspondence for finalization.
- Attention to detail.
- Ability to facilitate meetings and committees and work with people who have diverse interests.
- Ability to communicate effectively and collaboratively, both orally and in writing, to a broad spectrum of executive, management, professional, technical and support staff within the Department, other state agencies, and the public.
- Ability to work with a high degree of initiative and autonomy, as well as work in teams and small-work groups
- Ability to communicate well with people of diverse backgrounds

- Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
- The salary range listed is the non-PERS eligible rate. If you’re already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
