The
Department of Consumer and Business Services
(DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Director's Office. The Director's Office provides DCBS with overall leadership. The director and deputy director provide general supervision over DCBS programs and divisions, as well as policy direction for the department. Included in the Director's Office are: Legislative Director, External Affairs Director, Change Management and Process Improvement Director, Internal Auditor, Communications Services Section, Employee Services Section, Ombuds for Oregon Workers, and Small Business Ombuds.
This is an executive service position and is not represented by a union.

This position is eligible for
hybrid remote work
two days per week once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
Here’s what you will do:
As the HR Deputy Director, you will direct and oversee the operational aspects of a full-service Employees Services office under the direction of the HR Director. Duties include:
- Developing and implementing strategies and procedures that align with agency priorities as it relates to human capital management
- Advising agency leadership, including division administrators and client agency leadership, on human resource policy and workforce management directives
- Implementing organizational improvements related to resource management, staffing plans, and organizational structures
- Directing the activities of the professional and technical staff to ensure goals and objectives are met

Here’s what you need to qualify:
Minimum Qualifications:
- Six years of supervision, management, or progressively related experience
OR
- Three years of related experience and a bachelor's degree in a related field
Requested Skills:
- Extensive knowledge, experience, and expertise in HR principles and practices, specifically in the principles and practices of employee labor relations, recruitment, retention, organizational management and workforce development
- Strong communication and interpersonal skills that can navigate challenging dynamics and situations
- Ability to quickly establish working relationships and develop a rapport with individuals with varying backgrounds, interests, concerns, needs and levels of authority and responsibility
- Expertise in planning, organizing, directing and motivating employees and in planning and assigning work according to the goals of the agency
- Skill in leadership and creating an atmosphere that fosters diversity and promotes positive collaboration to build successful work teams
