The
Department of Consumer and Business Services
(DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This recruitment will be used to fill two positions with the
Workers' Compensation Board
(WCB). WCB provides timely and impartial resolution of disputes arising under the Workers' Compensation Law and Oregon Safe Employment Act.
These positions are represented by the Service Employees International Union (SEIU).

These positions are eligible for
hybrid remote work
on a part-time basis once the incumbents have gained the proficiency to perform work independently. However, regular scheduled office hours are also required.
Here’s what you will do:
As a Judicial Assistant, your duties will include:
- Evaluating and interpreting legal documents and stakeholder communications in support of 2-4 Administrative Law Judges (ALJs) to determine and implement appropriate processing decisions based on applicable statutes, Rules, and agency policies and procedures
- Serving as liaison between the parties and the ALJs and Workers’ Compensation Hearings Division to interpret and resolve problems through negotiation
- Analyzing and interpreting high volume complex case activity, including legal motions such as requests for special hearing sets or postponements, and withdrawals of requests for hearings
- Reviewing Claim Disposition Agreements (CDA) and Disputed Claim Settlements (DCS) prepared by outside parties to determine if the settlement agreements meet the statutory, administrative rule and case law requirements for ALJ approval
- Evaluating correspondence and legal documents received for proper notice to all parties involved
- Preparing litigation files for ALJs and managing computerized litigation support database by ensuring all relevant information is entered as appropriate
- Responding to inquiries from parties, practitioners, inter- and intra-agency personnel, and the Ombuds for Injured Workers’ concerning matters regarding hearings, mediations, confidentiality agreements, closing arguments, CDAs, DCSs, and attorney retainer agreements
- Coordinating and scheduling Administrative Law Judge appointments, conferences, meetings, hearings, mediations, safety cases, and special sets. Maintain Administrative Law Judges’ calendars and dockets

Here’s what you need to qualify:
Minimum Qualifications:
- Two year associate degree in Paralegal or Legal Assistant Studies
OR
- Eighteen months of paralegal experience
OR
- Any combination of training and experience that demonstrates experience in legal work, independent judgment, legal terminology principles, concepts, systems, and processes.
Experience must include discovery and trial methods and procedures, legal ethics and skill in preparing legal documents, interviewing witnesses and explaining legal issues.
Requested Skills:
- Proficiency in Microsoft programs (Word, Excel, Outlook, Teams)
- Experience with medical and legal terminology
- Knowledge of proper grammar, punctuation, and outstanding proofreading skills
- Experience working with multiple competing priorities
- Experience working with confidential and sensitive information
- Ability to work both independently and collaboratively
- Outstanding attendance
