Deep expertise in each of the following areas is essential:
  • Software application development.
  • Troubleshooting, root cause analysis, and debugging within legacy applications.
  • Systems analysis and design; including database modeling.
  • Software application maintenance.
  • Business analysis for complex software applications.
  • Customer support in information technology.

The
Department of Consumer and Business Services
(DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
These positions are with the
Information Technology and Research
(IT&R) Section of the Central Services Division. IT&R provides a broad range of specialized technical services in the areas of information systems, data analysis/dissemination, and computer/telecommunication services for a large, diverse agency. The staff support the collection, processing, analysis, and dissemination of statewide and regional data about workers' compensation, accident prevention, insurance, financial institutions, corporate securities, and building codes. The section supports a number of critical systems to meet the regulatory requirements for each program, and to interact with other state and federal agencies.
These positions are represented by the Service Employees International Union (SEIU).

These positions are eligible for
hybrid remote work
two days per week once the incumbents have gained the proficiency to perform work independently.
Here’s what you will do:
In the Department of Consumer and Business Services’ (DCBS) Information Technology & Research section, our customers trust us to do the right work and deliver value through a client-focused culture.
Your role as systems analyst is essential in achieving this vision. Your expertise will be relied upon to deliver services in the following ways:
  • Actively participate as part of a diverse and highly collaborative technical team that serves the Department.
  • Key member of a small technical team who serves as the primary connection to its business customers for all things related to their systems, data, and technology.
  • Provide key information about your customers’ systems, data, and business processes, to ensure that technical solutions are efficient and high quality.
  • Actively work with your team to provide a variety of Tier 2 technical support that is challenging, fast-paced, and includes support of day-to-day operational tasks and daily interaction with customers to troubleshoot, resolve issues, define work, and answer questions.
  • Design and develop technical solutions for important system enhancements.

Here’s what you need to qualify:
Minimum Qualifications:
  • Five (5) years of information systems experience with a combination of all the following: software development; IT systems analysis and design for software applications; business analysis; and customer support in information technology
OR
  • An associate degree in Computer Science, Information Technology, or related field, or completion of a two (2) year accredited vocational training program in information technology or related field; AND three (3) years of information systems experience with a combination of all the following: software development; IT systems analysis and design for software applications; business analysis; and customer support in information technology
OR
  • A bachelor's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience with a combination of all the following: software development; IT systems analysis and design for software applications; business analysis; and customer support in information technology
