Job Description

The selected candidate will ensure that all protected groups are fully aware of their rights under the appropriate Federal, State, and City employment laws against discrimination. Reporting to the Commissioner, the Department’s Equal Employment Opportunity Officer will be responsible for the following duties:
- Supervising and directing the work of EEO staff, including the Disability Rights Coordinator and the
- Developing the Agency’s Diversity and Inclusion strategic plans.
- Formulating and implementing the Agency’s EEO policy and procedures and ensuring that all EEO
- Ensuring effective fulfillment of the Agency’s EEO obligations as provided by the City Charter and
- Advising executive, managerial, and supervisory staff on EEO matters and meeting with them
including selection, transfers and promotions.
- Conducting and/or overseeing internal EEO investigations and prepare advisory memos,
- Developing and conducting – in conjunction with and as assigned by the Deputy Commissioner of
- Working with senior executives to develop strategies to improve diversity and promote a more
- Partner with Human Resources professionals including the Coordinator for the 55-A program and
- Compiling statistical data on EEO matters and preparing all required reports.
- Preparing responses to any audits as required.
- Performing related work as directed by the Commissioner.
PREFERRED SKILLS
Preferred Skills
- A minimum of five to seven years of proven experience in the field of EEO, diversity and inclusion preferably within a government agency, large corporation, or legal environment, with extensive expertise in leading EEO investigations, including complaint intake, fact-finding, legal analysis, and resolution recommendations.
- Ability to manage sensitive and confidential matters with discretion, professionalism, and impartiality.
- Proficiency in MS Word, Excel and Outlook.
- Strong managerial, analytical and investigative skills and knowledge of the City Civil Service system.
- In depth knowledge of Federal, State and local employment laws, (e.g., Title VII, ADA, ADEA, FMLA).
- Superior writing and verbal communication and interpersonal skills and ability to work with individuals
- Experience in workforce analytics, including collecting, analyzing, and interpreting EEO-related data to

Minimum Qualifications
Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

Salary : $150,000 - $191,000
