The Behavioral Health Services (BHS) unit at Coffee Creek Correctional Facility in Wilsonville, Oregon, is actively recruiting for a Substance Use Disorder (SUD) Treatment Counselor (Behavioral Health Specialist 1) for their chronic substance use program. This recruitment will be used to establish a list of qualified candidates and may be used to fill multiple vacancies.
About the Job – Your Role
The purpose of this position is to deliver gender-responsive and trauma-informed substance use disorder treatment services to Adults in Custody (AICs) at an outpatient level of care Services provided include intake and provisional assessment, comprehensive ASAM assessment, individualized treatment planning, group facilitation, individualized SUD treatment counseling, psychosocial skills development, behavioral management, case management, and discharge planning. This position may also coordinate care in collaboration with AIC Peer Recovery Mentors. This position has contact with all levels of institution staff, as well as other agencies, individuals, and groups that interface with the ODOC.
This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
Minimum Qualifications
- A Bachelor's degree in a behavioral science field; OR
- A combination of at least three years of relevant work, education, training, or experience; OR
- Possession of a current Qualified Mental Health Associate (QMHA) certification; OR
- A qualified Mental Health Intern, as defined in 309-019-0105(61).
Preferred candidates will:
- Are credentialed as a Certified Drug and Alcohol Counselor I (CADC-I) or higher with MHACBO
- Are credentialed as a QMHA or able to meet the criteria for credentialing as a QMHA with MHACBO
- Have experience with evidence-based, trauma-informed, and gender-responsive treatment interventions for adults with substance use disorders and possible co-occurring mental health disorders.
- Demonstrate the competency necessary to communicate effectively; understand substance use disorder assessment, treatment and service terminology and apply these concepts; design and implement interventions as assigned on an individual plan of care; and provide behavior management and case management duties.
Requested Skills
- Experience providing care to individuals with criminal justice system involvement
- Experience with DBT and CBT approaches to treatment
- Familiarity with the chronic disease approach to SUD treatment

Working Conditions
This position is in Wilsonville in Coffee Creek Correctional Facility, minimum. You will work in close contact with adults in custody in the institution setting and may be exposed to hostile situations or incidents. You will perform work inside a facility that has 24/7 operations, with treatment program shifts that may vary to include early shifts or late shifts. You will have contact with adults in custody during treatment, at times out of visual range of security staff. You will be exposed to adults in custody that may become physically and/or verbally abusive and requires vigilance and awareness.

Requirements for Employment
The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
