Duties Serves as the Deputy DZ, the incumbent advices the DZ on alternative plans and programs for missile defense objectives, projected threats, allied contributions, and integrated program analyses. As Deputy, the incumbent also advises the Director on Planning, Programming, Budget, Budget and Execution (PPBE) efforts to acquire MDS and supports the development of capability-based acquisition and development goals and strategies.Serves as the Deputy DZ, an advisor to the DZ on all matters related to strategic resource planning for the entire spectrum of the MDA operational mission and financial requirements. Earned Value Management, cost estimating, manpower / allocations, human resources matters, and Legislative liaison.Serves as the C / CFO, the incumbent is delegated full authority and responsibility for developing, coordination, integrating and executing financial management policies, programs and processes for the effective utilization of $11 billion annually in support of MDA mission requirements.Serves as the Agency's key spokesperson regarding financial management matters with the Department, the Services, the Office of Management and Budget (OMB), General Accounting Office (GAO), other Executive agencies, and Congress. Directs the agency's day-to-day financial management program to include budget formulation, presentation, justification, and execution; financial management policy development; publishing financial statements; funds control; establishment of the Financial Accounting Standards Advisory Board; oversight of financial management accounting systems; oversight of financial metrics; implementation of the Federal Financial Managers Integrity Act; and analysis of financial management and program management data.The C / CFO is delegated full authority and responsibility for the development, direction, and administration of the Agency's Financial Management programs and represents the DZ at organizational reviews to provide the Director, MDA updates on the status of the key issues regarding budget, planning, execution, and allocations.Provides oversight of MDA budget formulation, presentation, and justification requirements. Participates in the Agency's corporate decision-making process, identifies issues for consideration and provides authoritative recommendations to the Office of the Secretary of Defense (OSD), OMB, GAO, and Congress to come to resolution.Serves as the Agency's Chief Executive for Financial Improvement and Audit Readiness (FIAR). Oversees development of MDA budget estimates to include Research, Development, Test and Evaluation (RDT&E), Procurement, Operations and Maintenance (O&M), Military Construction (MILCON), the Defense Acquisition Workforce Development Fund and Rapid Research funds. Prepares the Director, MDA in the defense of the Agency's budget to Congress, OMB, USD(R&E), and the Services. Serves as the primary interfaces with the DoD Comptroller.Briefs and represents the Agency at the senior Department forums to include the Program and Budget Development, Missile Defense Executive Board, 3-Star, Deputy's Management Action Group, the National Security Council, OMB, and Congressional briefings.Works directly with the Defense Under Secretaries, Defense Executives, and congressional staff and serves as the focal point to response to OSD, OMB, the Congressional Budget Office, the Congressional Resource Service and GAO.The operating programs for which the C / CFO is responsible are highly complex and varied and involve numerous interactions with large-scale industrial, commercial, and other financial operations. The operating programs involve interaction with research and development programs. The C / CFO oversees the combined efforts of contractors, small businesses, universities, international organizations and foreign governments.Ensures the MDA Program Objective Memorandum (POM), Budget Estimate Submission (RES) and President's Budget (PB) submissions arc compliant with OSD, OMB, MDA policies and the Financial Management Regulation and the Director, MDA's guidance and direction. Reviews budget, resource, and financial analyses of MDA appropriations and programs during all phases of the PPBE Process. Implements the Director, MDA and DZ guidance regarding policy recommendations and analyses. Develops key investment options to support agency-wide resource management. Provides direction on the formulation and presentation of MDA budget and other presentations and printed material. Presents information MDA budgetary and fiscal information to Congress.Develops internal control for use of MDA funds and category of physical assets. Reviews financial transactions and establishes action plans to correct identified deficiencies in accordance with the Chief Financial Officers Act. Must possess extensive knowledge in planning, negotiation, execution, and administration of financial management and acquisition programs for a variety of complex and technical requirements in support of Ballistic Missile Defense Systems or an equivalent large-scale missile defense system.Extensive experience in program formulation, defense and execution to include all phases of the Planning, Programming, Budgeting and Execution cycle.Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.DoD Joint Enterprise-Wide Experience Statement : In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required.
