Duties The Senior Advisor reports directly to the Director of FMD. The Senior Advisor provides critical operational advice, counsel, and recommendations that support WHS, the DA&M, and OSD. The Senior Advisor provides technical advice and guidance for (1) funds control and resource management; (2) program and budget management for OSD and WHS; (3) accounting and systems management; (4) budget execution management for generaland revolving funds; (5) audit support and internal controls management; and (6) disbursing operations. Major duties and responsibilities include, but are not limited to : Directly and pro-actively assists the FMD Director in guiding an organization promulgating a culture of excellence, integrity, inclusion, diversity, collaboration, and camaraderie, while adhering to the highest professional and ethical standards, ensuring all financial management work is in strict compliance with laws, regulations, and policies. In the absence of the Director or as delegated by the Director, is authorized to make technical and executive decisions for the Director and represent the Directorate and the Director at meetings, conferences, official functions, and other events; and possess the same authority and prerogatives as the Director.Oversees and provides guidance on the Budget Estimate Submission and President's Budget for all FMD customers and technical assistance on the Program Objective Memorandum process for WHS, the Pentagon Force Protection Agency (PFPA), and DA&M; reviews recording of all appropriations received ensuring compliance with all laws, regulations, and policies. Monitors management controls, ensuring appropriations are distributed in accordance with OSD and WHS guidance.Oversees and drives the financial management and audit strategies, ensuring the achievement of an unmodified audit opinion by December 31, 2028, as mandated by section 1002 of the National Defense Authorization Act for FY 2024. This role involves providing strategic direction, and overseeing a refreshed audit strategy emphasizing risk mitigation, audit findings remediation, and progress measurement.Provides expert advice on departmental reporting requirements and ensures proper transaction accounting; leads development of processes to ensure compliance with FIAR guidance on auditability; advises on WHS, PFPA and DA&M Management Internal Control program and reviews the annual Statements of Assurance.Interfaces directly with senior officials and provides expert advice and assistance to senior leaders in OSD, DA&M, WHS and PFPA to discuss financial and management issues and collect information and data critical to their evaluation.
