DutiesPlans, develops, organizes, evaluates, supervises and directs the execution of all recruitment / outreach, staffing / placement, pay / compensation, classification and position management activities within the Workforce Acquisition & Management Branch. Advises managers on regulatory requirements on recruitment / outreach / staffing / placement actions ranging from routine to uncommon, providing solutions to complex problems, adjusting priorities, monitoring progress, and evaluating outcomes. Leverages data to develop and implement action plans, such as staffing plans and recruitment plans needed to execute Agency's mission.Advises managers of the various recruitment flexibilities available (e.g., 3Rs, excepted service appointments, compensation alternatives, etc.) assuring regulatory and legislative compliance of recruitment / staffing actions processed. Ensures supervisors and managers are achieving their diversity goals in their organizations by recommending appropriate recruitment sources and methods, areas of consideration, and other options.Directs activities and provides guidance related to the Merit Promotion and Delegated Examining requirements (e.g., direct hires, expedited hiring authority, reduction-in-force actions; in services placement program and special employment programs).Designs and implements comprehensive metrics in assigned program areas (recruitment / outreach, staffing, etc.) in order to drive efficiencies, effectiveness, and continuous process improvements, as well as outstanding customer service.Develops positive relationships; participates with stakeholders in / outside of the organization when developing and executing plans for long and short-term program requirements; and ensures full utilization of automated tools / methods.
