Under direction of the Staff Services Manager II, this position directly assists regional center consumers and their families participating in the Self-Determination Program (SDP). The Associate Governmental Program Analyst (AGPA) listens to inbound consumer inquiries, identifies issues, and describes and/or facilitates resolution options. Areas of responsibility include Ombudsperson affairs, systemic and policy improvements, and special projects. This position coordinates information and issues with colleagues for awareness and consistency and advises management of consumer inquiry trends impacting the SDP. The AGPA must serve as an unbiased, objective and independent accessible resource. Duties may include access to information systems containing protected consumer information, protected health information, and personally identifying information.

This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. Beginning July 1, 2025, all employees will be required to work in-person at least four days per week in alignment with
Executive Order N-22-25.

Working Conditions

Work in a climate-controlled office under artificial lighting; exposure to computer screens and other basic office equipment; Open office space work in a high-pressure fast-paced environment with time-critical deadlines; may work overtime as needed outside business hours. Occasional statewide travel may be required.

Department Information

The California Department of Developmental Services (DDS) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.

These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

The DDS is located in a modern, sustainable and innovative office building at 1215 “O” Street, Sacramento, California. Some amenities of the building include:
  • First floor retail space (separate access from 12th Street)
  • Café with multiple vendors
  • Outdoor seating for meal breaks
  • Employee fitness center which includes a yoga studio, cardio equipment and weights
  • Plaza area with kitchenette on each floor
  • Lactation rooms

Desirable Qualifications

Knowledge of: Lanterman Act, regional center services, and the Self-Determination Program; populations served by California’s developmental services system; and the interdependence between the impartial role of Ombudsperson, the individuals we serve, and Department at large. Mediation and conflict resolution principles and investigation strategies.
Bilingual ability in American Sign Language or another language is highly desired.

Ability to: Listen actively; ability to understand the big picture and individual issues; clear and concise communication skills; remain nonjudgmental and apply the ethical principles of confidentiality, respect, impartiality, independence, and informality; assess situations accurately and take effective action using conflict resolution skills; experience with intellectual and developmental disabilities; timely respond to people with accurate information, including in writing; maintain thorough record keeping and accurate data entry.
