BASIC FUNCTION
:
The Division of Science, Technology & Innovation provides program funding to centers to assist companies at all stages of growth through the innovation/commercialization cycle. Under the direction of the Program Director, the incumbent will align assigned programs to the goals of the Division, Agency and NYS to better coordinate science, technology and manufacturing focused economic development efforts. This position will work with other divisions, agencies and partners to ensure that division programs are not duplicating services of other publicly funded programs and maximizing New York State’s investment.

WORK PERFORMED
:
  • Prepare documentation for contracting, payment and other internal processes.
  • Perform contracting and payment process for all assigned contracts.
  • Monitor metrics and prepare summary reports.
  • Discuss and recommend action for improving contract performance with supervisor.
  • Research and compile reports regarding innovation and technology.
  • Verify impacts reported by centers as assigned by supervisor.
  • Attend/Participate in meetings, trade shows, conferences, workshops or other events as required.
  • Develop materials as needed.
  • Other duties as requested by their supervisor or Division Director.
  • Occasional travel within New York State is required of this position.
MINIMUM QUALIFICATIONS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required. However, all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Appointment Qualifications
: A bachelor's and two years of experience applying business knowledge, training and experience to provide a wide range of professional and management level economic development services for the promotion of business, tourism and international trade in New York State, providing technical advice and problem-solving assistance to economic development organizations and businesses by conducting business-to-business marketing programs, and promoting, publicizing, and developing strategic plans and initiatives related to business and economic development services.

Open to those reachable on the Professional Career Opportunities eligible list.

Traineeship Eligibility
: Appointment may be made at a traineeship level. Economic Development Program Specialist Trainee 1 & 2, NS (equivalent to Salary Grades 14 and 16) leading to Economic Development Program Specialist 1, Salary Grade 18.
  • $52,198 (Trainee 1; NS equated to SG-14)
  • $58,247 (Trainee 2; NS equated to SG-16)
  • $65,001 (Full Performance/Journey Level SG-18)
For current NYS employees, the starting salary is based on the candidate’s salary at the time of hire.

Candidates appointed at the trainee level will be required to successfully complete their traineeship in order to advance to the journey-level title and salary.

Transfer Eligibility
: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website at https://careermobilityoffice.cs.ny.gov/cmo/.

(Important Note: Per Civil Service Law, an employee cannot have two, consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.)

Reinstatement Eligibility:
Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

SALARY RANGE
: $65,001 - $82,656
Note: The starting salary for candidates with no prior State service will be at the minimum hiring rate.
