Job Description
DOER is seeking a Municipal Energy Program Analyst within the Green Communities Division to help focus programs on accelerating greenhouse gas emission reductions through energy program analysis and management. The Municipal Energy Program Analyst will report to the Deputy Director of the Green Communities Division and will manage the reporting process, compliance, and evaluation of two key projects: 1) the Green Communities Annual Reports and 2) the Municipal Fossil Fuel-Free Building Demonstration Program. The Municipal Energy Program Analyst will leverage energy data in DOER’s online municipal energy data platform, MassEnergyInsight, to identify trends and develop actionable strategies to improve energy efficiency and greenhouse gas reduction in municipal and school facilities and fleets. These insights will also guide DOER’s municipal grant programs. In addition to being the Division’s “data expert,” the individual filling this position will liaise with data managers at other DOER Divisions, the Executive Office of Energy and Environmental Affairs, utilities, and other external stakeholders.
The Green Communities Division serves all 351 Massachusetts cities and towns by providing technical assistance and financial support for clean energy solutions that reduce long-term energy costs, reduce greenhouse gas emissions, and strengthen local economies. Over 90 of the Commonwealth's population reside in designated Green Communities. Of those 298 designated communities, 169 are also considered environmental justice communities. The benefits of designation extend beyond the program itself, inspiring cities and towns to undertake additional energy-related initiatives, improve coordination between municipal staff and departments, and increase messaging with the public at large about energy and climate-related issues and actions.
The Municipal Energy Program Analyst’s primary responsibilities will include:
- Oversee the submittal, review, and evaluation of Green Communities Annual Reports
- Develop and maintain dashboards and reports to track energy usage trends and key performance indicators (KPIs)
- Publish regular updates to public datasets on the DOER website.
- Research and support the development of new energy policies and procedures.
- Prepare detailed reports and presentations on energy use, cost savings, program outcomes, and sustainability efforts.
- Monitor the implementation of the Municipal Fossil Fuel Free Building Demonstration Program across ten participating communities.
- Ensure that Participating Communities adhere to the demonstration program requirements and state regulations, addressing any compliance issues.
- Collect and analyze data on program outcomes, including energy savings, emissions reductions, and economic impacts, and report findings to stakeholders.
Preferred Qualifications:
- Experience in environmental policy or science, sustainability, engineering, data science, or related field
- Experience in program administration, program management, public administration, or environmental science/studies, the major duties of which involved program management, project coordination, program planning and/or program analysis,
- Proficiency in energy analysis and visualization tools, such as Excel, Power BI, Tableau, MassEnergyInsight, or other data management software
- Strong analytical and problem-solving skills with the ability to interpret energy data and identify energy-saving opportunities
- Familiarity with renewable energy systems and energy efficiency technologies
- Excellent organizational and communication skills
- Demonstrated skills in communicating complex concepts in simple terms in both written and oral expression
- Knowledge of the state’s clean energy goals and the role of DOER in contributing to those goals
- Knowledge and understanding of municipal or public sector energy programs
- Ability to work with interagency teams, represent DOER programs, and identify linkages with other agency programs
