The Energy Planning & Innovation (P&I) Division supports the agency's mission by pursuing programs and policies that help Oregonians conserve energy, use energy more efficiently, and produce energy using renewable sources. The Division’s two sections: Energy Efficiency & Conservation and Energy Technology & Policy collaborate with the Department’s other divisions and stakeholders to help support the development of clean energy resources and integrate those resources into the State’s transmission and distribution system. The division offers energy expertise across sectors, including efficiency in buildings and manufacturing as well as alternative fuels and infrastructure, while helping Oregon build a more resilient energy system – one that is well-prepared to respond to issues such as climate change and natural disasters. The division also helps the State pursue strategies to reduce greenhouse gas emissions through energy efficiency, renewable energy, and sustainable transportation.

WHAT YOU WILL BE DOING
You will support the agency’s Building Performance Standards program by providing high-level program planning, development, stakeholder management, data administration, and evaluation for the program’s application to Tier 1 and Tier 2 buildings. This position is responsible for developing the program materials, policies, and processes that are needed to support a successful program.

This position is eligible for hybrid remote work, with a work schedule of 8:00 am – 5:00 pm, Monday – Friday. The incumbent will be expected to be physically at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least six (6) times per year. This includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed.

The agency is recruiting for two full-time positions that are classified service and not represented by a union.
WHAT WE ARE LOOKING FOR
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program
OR
  • Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.
The most successful candidate will also have the following skills, experience, and background:
  • Demonstrated ability to develop and implement program materials, policies, and processes that align with organizational objectives.
  • Experience maintaining databases, gathering, updating, and interpreting data, generating reports, and effectively communicating findings to diverse audiences.
  • Proven ability to convey technical information clearly and effectively to internal and external partners.
  • Experience working with diverse partners and members of the public, balancing competing interests, and fostering collaboration to meet program goals effectively.
  • Proficiency in assessing program effectiveness using data analysis, feedback, and reporting tools to recommend and implement meaningful improvements.
  • Experience with building energy codes and standards preferred but not required.
