The Central Services Division is responsible for the critical operations that ensure the agency functions effectively, and efficiently, in support of its mission, and in compliance with state and federal requirements. This includes financial management such as budgeting, accounting, payroll, procurement, contracting, and federal grants administration, to ensure fiscal integrity and resource stewardship. The division also oversees information technology and database management, providing secure, innovative, reliable systems that support agency operations. Facilities and records management, risk management, and employee safety functions ensure a safe, organized, and compliant workplace. Additionally, the division manages employee services, including strategic workforce planning, recruitment, classification and compensation, employee relations, leave administration, training, wellness programs, and personnel action processing.

WHAT YOU WILL BE DOING
As the Human Resources Manager, you will lead a dynamic and forward-thinking HR program that supports every aspect of the employee experience – from recruitment and classification to training, leave administration, and employee relations. You’ll play a vital role in building a fair, inclusive, and compliant workplace that reflects the agency’s mission and values.
In this role, you’ll partner with leadership to shape workforce strategy and implement innovative HR practices. You’ll oversee a team of dedicated professionals and guide the agency’s efforts in workplace planning, organizational development, and employee engagement. This position is eligible for hybrid remote work, with a work schedule of 8:00 am – 5:00 pm, Monday – Friday. The incumbent will be expected to be physically at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least six (6) times per year. This includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed.

WHAT WE ARE LOOKING FOR
- Six years of supervision, management, or progressively related experience;
-OR-
- Three years of related experience and a bachelor's degree in a related field.
The most successful candidate will also have the following skills, experience, and background:
- Strong Communication and Relationship Building: Skilled in building trusted relationships across all levels of an organization, with clear and inclusive communication.
- Collaborative Problem-Solving: Solutions-focused approach to navigating change, resolving conflict, and guiding others through organizational challenges with professionalism and empathy.
- Sound Judgment and Ethical Integrity: Proven ability to exercise independent judgment in complex, sensitive situations – especially around employee relations, ethics, and legal compliance.
- Strategic Leadership: Demonstrated ability to lead and evolve a comprehensive HR program with vision, purpose, and alignment with agency goals.
- Expertise in HR Compliance and Risk Management: In-depth knowledge of employment laws, leave administration, classification, employee relations, and risk mitigation.
- Equity-Driven Mindset: Deep understanding of equity, inclusion, and accessibility principles and a track record of embedding them into HR policies, practices, and culture.
- Experience in local, state, or federal government is helpful, but not required.
