Job Description

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Tax Audit and Enforcement Division is charged with the audit of all business and excise taxes administered by New York City. The division conducts audits related to personal, sales, and use taxes. Its Enforcement Unit conducts audits of taxpayers who are potentially evading compliance with City tax laws and rules. City tax auditors conduct audits of selected audit candidates with a goal of determining the appropriate tax liability of each taxpayer and applying NYC rules and laws in accordance with the City’s policies and procedures.

The Tax Audit & Enforcement division is seeking an Assistant Director for the Business Income Tax unit, who will oversee the management and operation of several groups of auditors and supervisors responsible for conducting tax audits of varied complexity.

Responsibilities will include, but are not limited to the following:

  • Managing, supervising, leading a group of auditors in conducting very complex tax audits.
  • Leading joint and team audits of large financial corporations with other taxing jurisdictions.
  • Representing the Department in training, conversation or group discussions of tax issues and new developments with other taxing jurisdictions.
  • Interpreting complex New York City Business Corporation, Banking Corporation and General Corporation tax laws, regulations, and Internal Revenue Codes.
  • Participating in the development of comprehensive training programs.
  • Advising staff on tax auditing standards and best practices.
  • Ensuring that all audits are conducted in accordance with tax laws, Departmental policies, and procedures.
  • Making recommendations regarding improved audit selection, auditing techniques, policy, and procedures.
  • Responsible for communicating objectives consistent with the agency's and division's goals, monitoring unit performance and productivity.
  • Using monthly productivity reports and other data available to maximize the auditors' efficiency and productivity.
  • Assisting in the resolution of cases by attending meetings and exit conferences with taxpayers and/or their representatives.

Field audits require travel within and outside of NYC. Out of town travel may be required.

Note: Department of Finance City Tax Auditors are prohibited from performing any outside tax-related work, and all other non-departmental work must be approved by the agency in advance of starting such employment.

This position will require employees to have access to Federal Tax Information (FTI) and is subject to an additional background investigation before appointment. The candidate(s) will be required to pass the FTI background investigation as a term and condition of employment.


Minimum Qualifications


1. A baccalaureate degree including or supplemented by 24 credits in accounting, including at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting and four years of full-time progressively responsible tax related auditing or tax accounting experience at least 18 months of which must have been in an administrative or managerial capacity, requiring independent decision making concerning program management or planning, allocation of resources and scheduling and assignment of work.

2. High school or equivalent and 24 credits in accounting including at least one course each in auditing, U.S. taxation, advanced accounting and cost accounting and six years full-time progressively responsible tax related auditing or tax accounting experience at least 18 months of which must have been in an administrative or managerial capacity requiring independent decision making concerning program management or planning, allocation of resources and the scheduling and assignment of work.

3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have at least 24 credits in accounting from an accredited college including at least one course each in auditing, U.S. taxation, advanced accounting and cost accounting. Appropriate education may be substituted for the general tax related auditing or tax accounting experience (but not for the 18 months of administrative or managerial experience described above) at the rate of one year of college for six months of experience up to a maximum of four years college for two years of experience. A master's degree with a major in accounting, auditing or taxation may be substituted for an additional year of the general tax related auditing or tax accounting experience. In all case, all candidates must have at least 18 months of tax related auditing or tax accounting experience in an administrative or managerial capacity.


Preferred Skills


- At least 7.5 years tax auditing experience, including at least 2 years as a Group Chief (GC) conducting field audits of corporations in the Business Income Tax. - Demonstrated ability to lead and conduct team or joint audits and resolve complex tax audit issues of large corporate taxpayers. - Excellent knowledge of Policy & Procedures in the Tax Audit division. - Significant knowledge and experience utilizing of the GenTax System. - Excellent knowledge and expertise of corporate tax laws, regulations, audit guidelines and related court cases. - Excellent written and verbal communication skills. - Strong organizational and leadership skills. - A strong working knowledge of MS Office is required.
