Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Administration and Planning Division is responsible for the management and oversight of administrative and operational services for the agency. This includes the daily management of the Office of Financial Management, the Office of Purchasing and Contracts, the Office of Operational Services, and the Office of Diversity and Inclusion.

The Office of Financial Management is responsible for monitoring and controlling the agency’s finances. This includes the development and management of annual expense and capital budgets, accounts payable, travel requests, and other payments. The division also includes the Assigned Counsel Plan (ACP) Payments Unit, which is responsible for processing payment vouchers for 18-b attorneys and experts.

DOF is seeking a dynamic, experienced, and driven Deputy Budget Director to support the Budget Director with management of DOF's Revenue, Other Than Personnel Services (OTPS), and Capital budgets. Under the direction of the Budget Director, the selected candidate will be responsible for overseeing two Budget Supervisors and a team of five Budget Managers. The candidate will provide budgetary support to agency business units and other stakeholders with the highest level of professionalism and customer service.

Deputy Budget Director duties will include but are not limited to the following:

  • Manage the Budget Supervisors and oversee a team of five Budget Managers that handle DOF revenue, OTPS, and Capital budgets.
  • Assist in preparation of agency New Needs, PEGs, and other Financial Plan actions.
  • Lead the team in preparation of the Revenue, OTPS, and Capital budget reporting including monthly metrics, monthly projections, and ad hoc reports.
  • Assist Budget Director in annual OTPS budget planning process and presentation to Assistant Commissioner and Deputy Commissioner for approval.
  • Ensure preparation and distribution of monthly OTPS budget reports and conduct on-demand reviews with business divisions.
  • Provide backup support for approval process in PASSPort and FMS and ensure all issues are resolved, processes improved to prevent future issues, and resolutions communicated to the affected parties in a timely manner.
  • Supervise agency Certificate to Proceed (CP) request process to secure funding for Capital projects.
  • Recommend and implement process changes to improve efficiency and internal controls.
  • Mentor and coach staff to ensure continuity and foster growth environment.
  • Assist Budget Director with special projects and other responsibilities as required.

Minimum Qualifications


1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing, and cost accounting and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or

2. A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.


Preferred Skills


- Comprehensive knowledge of budget functions in FMS/2 and FMS/3. - Five years of related professional experience / 3 years of Supervisory experience. - Expert knowledge of budgeting and accounting methodology. - High degree of proficiency in Excel, Word, PowerPoint. - Must be detail-oriented, accurate, and possess good analytical and problem-solving skills. - Demonstrated initiative, excellent writing and verbal skills. - Must be responsive, possess effective people skills, and have ability to foster a collaborative environment.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
